MINUTES OF APRIL 10, 2008

 

               

                Council President, Steven Schwenk at 7:30pm, called the Schwenksville Borough Council Meeting April 10, 2008 to order.

 

Present: Steven Schwenk, Rudy Micsko, Arthur Fairclough, Ray Yeanish, Lee Ann Miller and Mayor Joe Giunta.

MINUTES:  Dispense with the reading of the Minutes of March 13, 2008. MOTIONED BY ARTHUR FAIRCLOUGH AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF March 13, 2008. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

Approval of the Minutes of March 13, 2008

 MOTIONED BY RUDY MICSKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO APPROVE THE MINUTES OF MARCH 13, 2008. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Treasurer’s report:

 

Bills totaling $28,377.57 have been paid from the General Fund

 

Bills totaling $1,766.89 have been paid from the Liquid Fuels Fund

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.

ENGINEER’S REPORT: Perkiomen Trail Gateway – Superior Lawn Service, Inc. has been issued a Notice to Proceed starting April 14, 2008.  We are advised they will begin to mobilize starting next week with construction stakeout and construction to commence at that time, weather permitting.

 

SOLICITOR’S REPORT:  Tree Ordinance #344 which addresses the removal of dead trees in the context of their danger of property damage to motorists, pedestrians and property owners.

March report – 11 calls 70 men in service 6:37 minutes in service.

BOROUGH MANAGER REPORT – Bob Umstead

 

Ches-Mont has asked the Borough for a 10% fuel sur-charge on the existing collection contract.  Bob will have a conversation with Larry Hebling from Ches-Mont and Bob will report back to Council at the May meeting.

 

Elected Auditors have asked to be paid for their time at the rate of $8-$10 an hour.  Bob will get the hours that the auditors have spent and will report back to Council at the May meeting.

 

Street sweeping – Reilly Sweeping submitted a proposal for $768.00 per day (not to exceed 2 days). This will be advertised on Fire House sign board and on the web site.

 

MOTIONED BY RAY YEANISH AND SECONDED BY LEE ANN MILLER TO HAVE REILLY SWEEPING SWEEP THE BOROUGH STREETS NOT TO EXCEED 2 DAYS AT $768.00 PER DAY.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Central Perkiomen Rotary Club would like to manage the Schwenksville Halloween Parade.  They are asking for financial support from the Borough. 

 

MOTIONED BY RAY YEANISH AND SECONDED BY STEVE SCHWENK TO HAVE THE CENTRAL PERKIOMEN ROTARY CLUB MANAGE THE SCHWENKSVILLE HALLOWEEN PARADE WITH FINANCIAL HELP FROM THE BOROUGH.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Liquid Fuels money will be deposited on May 7, 2008.  All money that needed to be transferred from general checking to the Liquid Fuels account has been done and approved by Charles Connelly.

Armour and Sons Electric, Inc. have checked out the traffic signals and they have proposed a service contract.

The service contract is for $500.00 per signal per year for a total of $1,000.00 for the contract.

 

Council would like to see the amount spent on traffic signal maintenance from Miller Brothers before they take action on the contract from Armour and Sons Electric, Inc.

 

 

 

Council has asked about a left hand turn lane at Main and Perkiomen Ave.  Carroll Engineering’s traffic division will contact PENN DOT to determine what is required to put a left turn lane on Main St., they are going to do a traffic count to determine if a left hand turn lane is necessary.

 

 

Resolution 2008-07 Community Block Grant: Mine Hill road improvements from the intersection of  Highland Ave and Hillcrest Ave. 15 page application, the Borough has to adopt a resolution in order to authorize the following the filing of this Grant.  The grant is for $198,173.82.  The Borough pays for the Engineering fees.

 

MOTIONED BY RAY YEANISH AND SECONDED BY ARTHUR FAIRCLOUGH TO ADOPT RESOLUTION 2008-07 COMMUNITY BLOCK GRANT. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Ryan Priest (192 Main St.) and Joe Laird (160 Main St.) will be spending $1,600.00 for stone to be laid down at the rear of their properties.  Ryan is asking if the Borough can help with the cost.  The Borough can not spend money to help with a private road.

 

 

Monday April 14, 2008 the Central Perkiomen Valley Regional Planning Commission meeting, Bob has the agenda.

 

Residents have been complaining about Ches-Mont being in the Borough collecting at 3:38am. Contract states that they can not start before 5am.  Bob will talk to Che-Mont when he talks to them about the fuel sur charge that they want to charge.

 

Cross Walk line painting at Main and Centennial and also the word SCHOOL on Perkiomen Ave.

Star Striping – quote for $500.00 for Centennial on Main St, Maple and Main and the word SCHOOL 2 xs on Perkiomen Ave.

 

MOTIONED BY RUDY MISKO AND SECONDED BY ARTHUR FAIRCLOUGH TO AUTHORIZE SPENDING $500.00 TO STAR STRIPING TO HAVE 24” BARS ON MAIN ST AT CENTENNIAL AND ONE AT MAPLE ST. AND THE WORD SCHOOL 2X ON PERKIOMEN AVE IN THE VICINITY OF THE SCHOOL.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

COMMITTEE REPORTS

 

STREETS AND ROADS: Ray Yeanish – Miller/Boyer drainage that has just been done does not help water problem.  Have engineer look at the problem on a rainy day.             

 

Funding to get study done where real access point can be placed on Main St at Maple/Main and adjacent to lumber company to access alley onto Main St.  Engineer study and meetings up to $1,000.00.

MOTIONED BY LEE ANN MILLER AND SECONDED BY STEVE SCHWENK TO APPROVE AN ALLOWANCE UP TO $1,000.00 FOR THE BOROUGH ENGINEER FOR DISCUSSIONS AND RESEARCH ON PROVIDING  AN ALLEY AND ACCESS WAY TO THAT ALLEY FROM MAIN ST.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

FINANCE: Rudy Micsko - working with Auditors, reorganizing the books.

 

PROPERTY: Lee Ann Miller – water damage on rear wall and water damage around air conditioners.  Outside window sills need to be repainted.             

 

STREET LIGHTING: Ray Yeanish – no report to replace lights on 4th St will cost $450 a piece.

 

 

PARKS AND RECREATION BOARD: Arthur Fairclough – A discussion was held about the history of the Parks and Recreation Board.  The Board is concerned about the drainage at Meadow Park, the steps leading to Meadow Park, graffiti, etc.  Bob and Arthur will be working on getting estimate costs for the drainage and the steps.

 

Bob Mench will be hosting a meeting on the Dam removal.

 

 

MAYOR’S REPORT: Pot holes on Mine Hill and Highland Ave.

A Fund raising event for Katie Noel Rohrbacher will be held on May 16th from 7-11pm at Lower Fredrick Firehouse.

 

A letter from Dr. Coyle about suspicious persons around the Elementary school went out to the parents. Chief Hoppes is aware of this.

 

Chief Hoppes will submit a schedule to the Mayor on a monthly basis.

 

Chief Hoppes should be made aware of his contract and what Council plans to do at the end of this year when his contract is up.

 

A special meeting for April 17, 2008  with Lt. Buckley from the PA State Police to come and talk with Council and the public on how the State Police will handle Schwenksville if Council decides to dissolve the Schwenksville Police Department.

 

OLD BUSINESS: Zoning Hearing Board matter for 176 Main St. is continued until April 24, 2008.

Council has requested that Mark John take a look at the property.  Council submitted a letter with there concerns to the Zoning Hearing Board.

 

NEW BUSINESS:

Perkiomen Valley Regional Planning Commission meets once a month, Steve has been going to these meetings.  Steve would like Ray Yeanish to take his place on this Commission and go to the meetings.

$1,536 for Street Sweeping

$500.00 for Star Striping

$1,000.00 for Engineer study for access alley
