MINUTES OF September 13, 2007
Council President, H. Gilbert Williams at 7:30pm,
called the Schwenksville Borough Council Meeting of September 13, 2007 to
order.
Present:
H. Gilbert Williams, Donald Whitko, Joe Giunta, Ray Yeanish, Barbara Slater and
Mayor Carroll Rosenberger,
Absent:

Body Art Studio.

Umstead read into record the agreement of sale.
Gail
Elsetinow will be using 293 Main St. for a Body Art Studio.
Hours
of operation M-F 11am to 8pm, Sat. 12pm to 9 pm, Sun. 12pm to 5pm
The
auto clave will be inspected weekly and inspection results will be sent to
North Bay
Records will be kept on site.
Gail
will have a waste removal company for the sharps containers.
Gail
will be using a wooden sign in accordance to the sign ordinance.
Gail
has never been sued by any of her clients.
With
no further questions Council made a motion:
MOTIONED BY JOE GIUNTA AND
SECONDED BY DONALD WHITKO TO APPROVE THE CONDITIONAL USE APPLICATION FOR THE
BODY ART STUDIO WITH THE CONDITION THAT THE AUTOCLAVE INSPECTION RECORDS BE
KEPT ON SITE. ALL WERE IN FAVOR AND THE
MOTION CARRIED.
Regular Council meeting resumed at 8:05pm

9, 2007. MOTIONED BY DONALD WHITKO AND
SECONDED BY BARBARA SLATER. IT WAS
VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF AUGUST 9, 2007. ALL WERE
IN FAVOR AND THE MOTION CARRIED.

ACCOUNTS PAYABLE: – Gail Phillips
Profit & Loss Budget vs.
Actual for January 1, 2007 to August 31, 2007 was presented to council for
their approval. Monthly Council Cash Available Report as of September 13, 2007.
Bills totaling $39,824.70
have been paid from the General Fund
Bills totaling $856.40 have
been paid from the Liquid Fuels Fund
JMG Construction – a check
for $36,326.47 has been cut and will be released next Thursday or Friday.

WHITKO. IT WAS VOTED TO ACCEPT THE
ACCOUNTS PAYABLE REPORT AS PRESENTED.

Pennsylvania Municipal Retirement System – Gail presented Borough Council with the 2008 MMO worksheet. Report on file at Borough Hall. Motion by Donald Whitko to accept the worksheet and seconded by Ray Yeanish. All were in favor. Motion carried.
ENGINEER’S REPORT – Ken Yerger- No report
SOLICITOR’S REPORT: Crystal Fisher
Bill Reckard – In-Law Suite
application. Mr. Reckard has not as of
today brought signed copy of the agreement to Borough Hall. A Stop Work Order
has been ordered until the agreement is executed.
Trash Contract expires on
December 31, 2007 with Ches-Mont Disposal.
Bids need to go out.
Borough Council would like
Crystal to prepare the document.

crossing guard.
Steve Schwenk questioned
Chief Hoppes about the fines for the skateboarders. The ordinance prohibits skateboarding, skates and scooters in the
Borough.
FIRE COMPANY REPORT: Jim Keyser–
5 calls, 45 Men in Service,
Time in Service 2:45
A Movie in the Meadow is
scheduled for September 29, 2007 and a presentation from the Fireman Fund
Insurance. The movie is titled “FIRE HOUSE DOG”.
Jim Keyser asked Council for
a $450.00 donation to cover the cost of the movie projector, screen and speakers.

TO GIVE THE FIRE STATION $450.00 DONATION FOR THE MOVIE PROJECTOR, SCREEN AND
SPEAKERS. ALL WERE IN FAVOR AND THE
MOTION CARRIED.
AMBULANCE REPORT – No report
BOROUGH MANAGERS REPORT –
Boyer Lane progressing JMG
has hit stone/rock. Sewer main is fixed.
Telvil – LTL and Carroll
Engineering attempting to resurrect their records, 4th St not
ordained.
Forest Lane – Received a
letter about having the street ordained.
Bob recommends not ordaining until the road is repaired to Penn Dot and
Council approval. Bob will send a
letter to the Association and at the present time Forest Lane will not be
ordained.

SLATER NOT TO ORDAIN FOREST LANE UNTIL REPAIRS ARE MADE TO PENN DOT AND COUNCIL
APPROVAL. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Police Pension Fund has been
audited by the Attorney General for 2004, 2005 and 2006.
2008 Budget schedule is as

Montgomery Ave. – need to
find the letter and will look into the status
Revitalization meeting
September 24th. Revise to
include Montgomery Ave. to improve parking on Main St. and Parking in general
must be included with the Revitalization Plan.

STREETS AND ROADS: Barbara Slater – Mine Hill road and Highland Ave.
pot holes.

Property – given notice to fix porch, Bob will follow up.
Weeds
on the sidewalks need to be addressed.

Code Revised copy and will be reviewing at the October Planning Commission
Meeting.
FINANCE:

PROPERTY:
Donald Whitko – ceiling tiles still need to be fixed.
STREET LIGHTING: –Joe Giunta – none
TASK FORCE: - Meeting to be held on Monday September 17, 2007 at Borough Hall.
MAYOR’S REPORT: 1 wedding. Also Borough Hall needs be in compliance with The American
with Disability Act.
OLD BUSINESS –none
NEW BUSINESS – Dinner Meeting Thursday September 27, 2007 Hosted by Hatboro and
Jenkintown Boroughs
AUDIENCE – Arthur
Fairclough 161 4th Street. – Will the Borough stay with one trash
hauler? Yes
What about delinquent trash bills? Properties have been liened for unpaid trash
bills.
Rudy Micsko 130 4th
Street – Does the Borough charge interest or penalties for unpaid trash
bills? The Borough charges a $10.00
finance fee on all unpaid trash invoices.
