MINUTES OF November 15, 2007
Council President, H. Gilbert Williams at 7:30pm,
called the Schwenksville Borough Council Meeting of November 15, 2007 to order.
Present:

PLEDGE OF ALLEGIANCE: By the
assembly.
Guests: Anne Misak and Luke from
Clean Water Action – Anne and Luke gave a presentation to Council on the work
that the organization does. They also
left folders with information for each Council person.
MINUTES: Dispense with the reading of the Minutes of
October 11, 2007. MOTIONED BY DONALD
WHITKO AND SECONDED BY BARBARA SLATER.
IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF OCTOBER 11,
2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the Minutes of October
11, 2007
MOTIONED BY DONALD WHITKO AND SECONDED BY RAY
YEANISH. IT WAS VOTED TO APPROVE THE
MINUTES OF October 11, 2007. ALL WERE
IN FAVOR AND THE MOTION CARRIED.
ACCOUNTS PAYABLE: – Gail Phillips
Profit & Loss Budget vs.
Actual for January 1, 2007 to October 31, 2007 was presented to council for
their approval. Monthly Council Cash Available Report as of November 15, 2007.
Bills totaling $34,104.38
have been paid from the General Fund
Bills totaling $861.26 have
been paid from the Liquid Fuels Fund
MOTIONED BY JOE GIUNTA AND SECONDED BY RAY YEANISH. IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE
REPORT AS PRESENTED. ALL WERE IN FAVOR
AND THE MOTION CARRIED.

ENGINEER’S REPORT – Ken Yerger- Bob reported for Ken
Perkiomen Trail Gateway – The
bid opening was held on November 13th, 8 bids were received.
Bob and Ken would like to
defer awarding the contract until a review of the references and to meet with
the bidder.

Boyer Lane – met with the
contractor to review the outstanding punch list items. They are recommending we make a payment, but
we will be withholding $10,000.00 until everything is corrected.
SOLICITOR’S REPORT: Robert Brant
Bob reported that Crystal had
a baby girl on November 5th. Congratulations Crystal and Matt.
Storm Water Ordinance – Bob is requesting to advertise the ordinance and
consideration to adopt at the December meeting.

ORDINANCE. ALL WERE IN FAVOR AND THE
MOTION CARRIED.
Property Maintenance Code – Bob is requesting to advertise the ordinance and
consideration to adopt at the December meeting.

SECONDED BY RAY YEANISH TO AUTHORIZE BOB BRANT TO ADVERTISE THE PROPERTY
MAINTENANCE CODE. ALL WERE IN FAVOR AND
THE MOTION CARRIED.
Use and Occupancy (rental properties) Ordinance – Bob is requesting to advertise the ordinance and
consideration to adopt at the December meeting.

SECONDED BY RAY YEANISH TO AUTHORIZE BOB BRANT TO ADVERTISE THE USE AND
OCCUPANCY (RENTAL PROPERTIES) ORDINANCE.
ALL WERE IN FAVOR AND THE MOTION CARRIED.
Borough Manager Contract
MOTIONED BY JOE GIUNTA AND
SECONDED BY DONALD WHITKO TO EXECUTE THE BOROUGH MANAGERS CONTRACT.
CHANGE ON PAGE 3, SALARY WILL
BE CHANGED TO READ “UP TO 16 HOURS PER WEEK”. MOTIONED BY JOE GIUNTA AS AMENDED
AND SECONDED BY DONALD WHITKO ALL WERE IN FAVOR AND THE MOTION CARRIED.
Trash Bids
– Bids were received. Ches Mont
Disposal will keep the monthly rate of $24.00 for 2008 and $25.00 for 2009,
$26.00 for 2010. Commercial rates were
slightly increased. Spring Mount Summit and High Point Association would like
to opt out of the borough contract .because of cost.

Schwenksville Police calls for October 2007 –31
Chief Hoppes sent a letter to
Lieutenant Gustaitis of the State Police asking for help in patrolling in front
of Schwenksville Elementary school in regards to the skateboarding.

BOROUGH MANAGERS REPORT - 2008 Budget
2008Budget has some changes
in categories to place items in proper places.
Total Budget $569,170.00.
Liquid Fuels 2008 budget
$34,000.00
Bob Umstead is proposing the
2008 budget with no increase in taxes.
Mine Hill road will be taken
care of, $20,000.00 for other street maintenance and repairs.
$40,000.00 for capital
projects to be determined.
$35,000.00 for parks and
recreation.

SECONDED BY DONALD WHITKO TO AUTHORIZE TO ADVERTISE THE 2008 BUDGET AND THE
2008 LIQUID FUELS BUDGET. ALL WERE IN
FAVOR AND THE MOTION CARRIED.
MOTIONED BY RAY YEANISH AND
SECONDED BY DONALD WHITKO TO PREPARE AND ADVERTISE THE TAX BASE ORDINANCE WITH
NO INCREASE IN TAXES. ALL WERE IN FAVOR
AND THE MOTION CARRIED.
Ray Yeanish would like in the
minutes that this Council worked hard and is proud to hand this budget to the
next Council.
William and Victoria Rodgers
have written a letter requesting the return of the sidewalk escrow money that
the Borough is holding.

Rodgers. 4 yea, 1 nay. MOTIONED CARRIED.

Tree Ordinance - Bob is requesting to advertise the ordinance and consideration to
adopt at the December meeting.

SECONDED BY JOE GIUNTA TO ADVERTISE THE TREE ORDINANCE. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Boyer Lane – JMG Construction
has requested payment in the amount of $55,827.23 which still leaves us holding
$10,239.30 for misc. items that they need to clean up; Bob would like to
request we authorize payment.

SECONDED BY DONALD WHITKO TO AUTHORIZE PAYMENT OF $55,827.23 TO JMG
CONSTRUCTION. ALL WERE IN FAVOR AND THE
MOTION CARRIED.
Halloween Parade: Mr. Paul
Zottoli has with him the complete cost sheet for the parade. Total costs $1,233.26
with an advance of $700.00 leaving a total of $533.26.

SECONDED BY BARBARA SLATER TO AUTHORIZE A CHECK FOR $533.26 TO BE PAID TO Paul
Zottoli. Mayor Rosenberger also wanted
to thank Dawn Zottoli for all of her help with the parade.
Seitz property needs to be
cited for not following through on the procedure to remove the porch roof.

SECONDED BY RAY YEANISH TO ISSUE A CITATION THROUGH LTL CONSULTANTS. ALL WERE IN FAVOR AND THE MOTION CARRIED.
COMMITTEE REPORTS
STREETS AND ROADS: Barbara Slater – Mine Hill road has been patched,
Highland Ave has some holes that need patched.
FINANCE:
Ray Yeanish – satisfied the 2008
budget is done and will be advertised.
PROPERTY:
Donald Whitko – no report
STREET LIGHTING: –Joe Giunta – have a list of a few lights that need replacing
TASK FORCE: - nothing new will bring new Council members up to date in January.

AUDIENCE –
Steve Schwenk of 375
Perkiomen Ave. – Sidewalk at Main and Perkiomen is in bad shape and should be
replaced is anything being done about it?
Bob Umstead will be talking with the owner.
Mr. Schwenk also had
questions about the tree ordinance. Mr.
Umstead responded that the borough will not go looking for dead trees.
Mr. Schwenk also reported
that a street light on 4th street has no bulb.
Mr. Schwenk visited 300 homes
during the campaign and one of the issues was how the police recourses are
being used.
