Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of June 14, 2007 to order.
Present: H. Gilbert Williams, Ray Yeanish, Barbara Slater, Joe Giunta, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr., Chief Tim Hoppes, Gail Phillips.
Absent: Donald Whitko

MINUTES: Dispense with the reading of the Minutes of May 10 2007. MOTIONED BY JOE GIUNTA AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF MAY 10, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

ACCOUNTS PAYABLE: – Gail Phillips
Profit & Loss Budget vs. Actual for January 1, 2007 to May 31, 2007 was presented to council for their approval. Monthly Council Cash Available Report as of June 14, 2007.
Bills totaling $57,033.32 have been paid.
Gail Phillips read a memo from Marita Kelley from the office of Local Government Policy Specialist to Ray Yeanish, Finance Chair about he work she did with Gail to complete the 2006 audit. Letter is on file at Borough Hall.

ENGINEER’S REPORT – Ken Yerger-
Perkiomen Trail Gateway waiting to determine whether the Borough is awarded funding and if so, to what extent.
Boyer Lane – The DEP permit has been issued and the project is currently out to bid with an opening scheduled for July 11, 2007.
SOLICITOR’S REPORT: Crystal Fisher
Storm Water Ordinance is being looked at by the Planning Commission.
Boulevard Ave. – a discussion was held on the legal ownership of the land. Council has a letter from John Wood dated May 11, 2007 that they do not own the land.
Tom Snyder will draft a letter to the property owners on Boulevard Ave.
Tom Snyder will get the deeds for Ken Yerger to look at.
Council has tabled the discussion until next Council meeting.

Joe Giunta requested a financial report monthly or quarterly. Also an audit report was requested.
Movie in the Meadow scheduled for August 11, 2007 and a presentation from the Fireman Fund Insurance.
New Fire Truck will be here in mid July.

BOROUGH MANAGER REPORT: Tom Snyder
Revitalization Plan is ready to be presented in July.
Park Ave flooding – Meeting 5/23/07 for discussion of raising of the road. Dam removal will be in September 2007. Council received a copy of a letter from Ron Ahlbrant.
MOTION BE RAY YEANISH AND SECONDED BY BARBARA SLATER TO APPROVE THE LETTER WITH THE ADDITIONS. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Trail Grant updated and ready to go out for bid. Meeting by County Commissioners will be held June 21, 2007 for final approval.
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO HAVE THE TRAIL GATEWAY GO OUT FOR BID AFTER APPROVAL FROM THE COUNTY COMMISSIONERS JUNE 21, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Walnut St. Drainage problem from a driveway (stone is washed down and slightly on the roadway) 15ft to 20ft to be re stoned for safety reasons. An easement and release need to be obtained by the property owners on Walnut St. Ken Yerger stated that $1,500.00 will be total cost.

YEANISH AND SECONDED BY JOE GIUNTA TO FIX WALNUT ST. DRIVEWAY AND OBTAIN THE
RELEASE AND EASEMENT FROM THE PROPERTY OWNERS. KEN YERGER WILL OBTAIN THE
EASEMENT AND MR. SNYDER WILL GET THE DEEDS FOR THAT AREA. COST FOR ALL NOT TO
EXCEED $1,500.00 ALL WERE IN FAVOR AND THE MOTION CARRIED.
636 Main St. zoning variance – Crystal will draft a letter to the Zoning Hearing board with concerns that Borough Council has about parking, water, sewer and that it will not become a rental property.
MOTIONED BY JOE GIUNTA AND SECONDED BY RAY YEANISH TO HAVE BOB BRANT’S OFFICE WRITE A LETTER TO THE ZONING HEARING BOARD WITH THE RECOMMENDATIONS FROM THE BOROUGH COUNCIL. ALL WERE IN FAVOR AND THE MOTION CARRIED.

STREETS AND ROADS: Barbara Slater – no report
FINANCE:
Ray Yeanish - Bills for the month have been paid.
A letter from the auditors to Council was read by Gail Phillips. Gib and Council thanked the auditors, Ray and Gail for their work on the 2006 audit.
PROPERTY: Donald Whitko – absent, no report
STREET LIGHTING: –Joe Giunta – no report
MAYOR’S REPORT: 1 wedding.
OLD BUSINESS – PMRS auditor has been in the office and will be finishing by the end of the month.

Joe Giunta has names for the Police Task Force: Bill Rubery, Greg Pocius, Mayor Carroll Rosenberger, Jim Keyser and Joe Giunta.
A letter will be going out to these members about a meeting to be set up before the end of August for a report in September. Gib asked if a meeting could be set up and a report made at the July Council meeting. Joe said he would see what he could do.
NEW BUSINESS – none
AUDIENCE:
Jim Keyser 812 Mine Hill Rd. had a question about the revised sketch plan for the Trail House project. Gib said this is a sketch plan and is a starting point.
Gib stated that the Planning Commission date will be changed to July 19, 2007.
Arthur Fairclough had a question about the $1,500.00 to fix the problem on Walnut Street. Gib replied that the problem of who owns the property and that the time and money spent would be greater and that the problem needs to be fixed before the winter months.
Ronald Clossin 811 Mine Hill Rd. has a concern about the speeding and people ignoring the stop signs. Also concerns about the over growth of weeds etc. at the Clemens property.
Meeting was adjourned for Executive session at 9:08pm

Motioned by Joe Giunta for Solicitor to draft employee contract for Robert T. Umstead for Schwenksville Borough manager, seconded by Ray Yeanish, unanimous vote.
