BOROUGH OF SCHWENKSVILLE

MINUTES OF July 18, 2007

SPECIAL MEETING

 

H. Gilbert Williams called the Schwenksville Borough Council Special Meeting to order at 6:00pm.

 

Present were H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Joe Giunta and Mayor Carroll Rosenberger

 

Absent – Ray Yeanish

 

PLEDGE OF ALLEGIANCE:  By the assembly.

 

Mr. Williams read Mr. Snyder’s retirement/resignation letter to Council.

 

Mr. Williams, Mr. Giunta, Mr. Whitko, Mrs. Slater and Mrs. Rosenberger all said a word of thanks to Tom for the many years of service to the Borough.

 

Mr. Snyder said a few words about the start of the sewer dept.

 

Mr. Fairclough thanked Tom for his help with the problems on Fourth Street and for his service to the borough.

 

Mr. Miller also said thank you to Mr. Snyder for the work to the borough and for the help in starting the sewer dept.

 

Mr. Keyser also said thank you for the service to the Borough and the things he taught me, Tom will never be forgotten.

 

A MOTION BY MR. GIUNTA WITH DEEP REGRET THAT WE ACCEPT THE RESIGNATION/RETIREMENT OF OUR BOROUGH MANAGER TOM SNYDER, SECONDED BY DONALD WHITKO.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Appointment of Replacement:

 

A MOTION BY MR. GIUNTA THAT WE APPOINT  TOM’S REPLACEMENT AS BOROUGH MANAGER PART TIME MR. BOB UMSTEAD, SECONDED BY DONALD WHITKO.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Authorization to execute agreement with Mr. Umstead:

 

A MOTION BY MR. GIUNTA TO EXECUTE WITH THE CHANGES THE AGREEMENT WITH MR. UMSTEAD, SECONDED BY DONALD WHITKO.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

MINUTES:  Dispense with the reading of the Minutes of June 14 and June 20 2007. MOTIONED BY DONALD WHITKO AND SECONDED BY JOE GIUNTA.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JUNE 14 and JUNE 20, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

                       

 

Approval of the Minutes of JUNE 14 AND JUNE 20 2007

MOTIONED BY DONALD WHITKO AND SECONDED BY JOE GIUNTA.  IT WAS VOTED TO APPROVE THE MINUTES OF June 14 and June 20, 2007 with the name change under the Police Task Force from Greg Pocius to Steve Sabo in the June 14 minutes.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: – Gail Phillips

 

Profit & Loss Budget vs. Actual for January 1, 2007 to June 30, 2007 was presented to council for their approval. Monthly Council Cash Available Report as of June 30, 2007.

 

 

Bills totaling $32,219.77 have been paid.

 

Letter from Bob Umstead will be going out Friday July 20, 2007 to Ches-Mont Disposal for the violation of early pick ups.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Copies of all these reports are on file at the Borough hall Office.

 

SOLICITOR’S REPORT: Crystal Fisher

 

Reckard Zoning Application – converting a space into a Mother-In-Law suite.

Borough Council has in their position both documents. 

 

MR. GIUNTA WILL MAKE THE AMENDED MOTION THAT THE DOCUMENT THAT HAS BEEN SUBMITTED IN-LAW SUITE AGREEMENT TO BE EXECUTED BY OUR PRESIDENT OF BOROUGH COUNCIL AND ATTESTED BY BOROUGH MANAGER BOB UMSTEAD, SECONDED BY DONALD WHITKO. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Boyer Lane Award: JMG Construction bid was $84,893.00

 

A MOTION BY DONALD WHITKO TO AWARD THE BID FOR BOYER LANE TO JMG CONSTRUCTION SECONDED BY JOE GIUNTA.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

FIRE COMPANY REPORT: Jim Keyser–

   4 calls, 23 Men in Service,

                                                   Time in Service 2:44

 

Movie in the Meadow is scheduled for August 25, 2007.

 

 

 Donald Whitko made a motion to adjourn the meeting, at 6:26 pm, seconded by Barbara Slater. All were in favor.
