MINUTES OF JANUARY 11, 2007

 

           

            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of January 11, 2007 to order.

 

Present: H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Ray Yeanish, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr. and Chief Tim Hoppes and Gail Phillips

 

 Absent: Gene Frantz

           

PLEDGE OF ALLEGIANCE:  By the assembly.

 

APPOINTMENTS: MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO APPOINT ELLEN BRINTON TO A NEW 5 YEAR TERM TO THE PLANNING COMMISSION.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO APPOINT KAY SCHMIDT TO A NEW 3 YEAR TERM TO THE ZONING HEARING BOARD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO APPOINT CLYDE DRIEHAUS TO A NEW 3 YEAR TERM AS ALTERNATE TO THE ZONING HEARING BOARD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO APPOINT SAM SCHWEIGERT AND WILLIAM GAUGER TO A NEW 3 YEAR TERM ON THE LIBRARY BOARD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO APPOINT MARY JANE KEHS TO A NEW 1 YEAR TERM TO THE VACANCY BOARD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

MINUTES:  Dispense with the reading of the Minutes of December 14, 2006 .MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF December 14, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of December 14, 2006

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO APPROVE THE MINUTES OF December 14, 2006.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ACCOUNTS PAYABLE: Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1, 2006 to December 31, 2006 was presented to council for their approval Monthly Council Cash Available Report as of December 14, 2006. Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO. 

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ENGINEER’S REPORT – Ken Yerger- .

 

Boyer Lane Drainage: Total Grant             $136,210.00

                                        HUD                        $116,210.00

                                        Borough 15%               20,000.00

                     Engineering Costs to date                 9,394.00

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO AUTHORIZE TO ADVERTISE BOYER LANE DRAINAGE PROJECT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Perkiomen Trail Gateway: The project documents are completed and ready when the grant is re-approved.

 

Total Project: $240,000.00

Total Grant: $216,000.00

Money spent to date: $21,591.18

 

Resolution 2007-01 is for Borough Council to authorize the submission of an application form for an implementation Grant under the Montgomery County Community Revitalization Program

 

MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO REAPPLY FOR THE GRANT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Sign Ordinance: Planning Commission recommended to Council that they put the LED portion into the sign ordinance.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO AUTHORIZE TO ADVERTISE THE LED PORTION OF SIGN ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

SOLICITOR’S REPORT: Crystal Fisher –

 

 

Storm Water Ordinance. # 339

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO ADOPT THE ORDINANCE.  3 YES AND 1 NO.  MOTIONED CARRIED.

 

 

Sign Ordinance – recommend that the Planning Commission to look at the whole sign ordinance.

 

Landscape Ordinance: Ordinance #340

 

MOTIONED TO ADVERTISE BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

POLICE REPORT: Absent

 

FIRE COMPANY REPORT: Jim Keyser– 7 calls, 50 Men in Service,

AMBULANCE REPORT – No report

 

BOROUGH MANAGER REPORT: Tom Snyder

 

 

Street Sweeping is complete.

 

Street sealing is complete.

 

Painting out front will be blue.

 

 

Woodland and Summit Ave. has an ice problem because of a swale that was changed.  A letter has been sent to the owner of 919 Summit Ave.

 

 

COMMITTEE REPORTS

 

 

STREETS AND ROADS: Barbara Slater – under Tom’s report

 

FINANCE: Ray Yeanish – was discussed under accounts payable/Treasurer report.

 

PROPERTY: The 3 trees have been removed from behind Borough Hall; painting of the front of Borough Hall will be done in blue.

 

STREET LIGHTING: absent

  

MAYOR’S REPORT: 2 weddings in the month of December

 

OLD BUSINESS – none

 

NEW BUSINESS – Resolution 2007-02 Schwenksville Borough agrees to waive member contributions to the police pension plan.  MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Audience – Jim Keyser 108 Hill Crest Ave. Neighbor’s light is still an annoyance.  Tom reports the neighbor has received the visor and he will be talking to him about this matter.

 

 

Roy Miller 320 Centennial St. Meadow Park center looks like someone has been on it with a vehicle.  Tom will ask the Authority and Chief Hoppes about this matter.
