Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of February 8, 2007 to order.
Present: H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Ray Yeanish, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr. and Chief Tim Hoppes, Gene Frantz.
Absent: Gail Phillips

MINUTES: Dispense with the reading of the Minutes of January 11, 2007 .MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF January 11, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

ACCOUNTS PAYABLE: Gail Phillips – Absent – report made by Gib Williams
Statement of Revenues/Expenditures to Budget Comparison for January 1, 2007 to January 31, 2007 was presented to council for their approval Monthly Council Cash Available Report as of January 11, 2007. Copies of all these reports are on file at the Borough hall Office.
MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO.
IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
FINANCE REPORT – Ray Yeanish talked about the Grant tracking reports. Ray would like to see cover page to simplify the reports.
Ray would like a computer for the Borough Manager for email and internet purposes. Wireless internet access for the Borough Hall was discussed.
A MOTION BY RAY YEANISH TO PURCHASE A NEW COMPUTER FOR BOROUGH HALL AND SHOULD NOT EXCEED $600.00. SECONDED BY GENE FRANTZ. ALL WERE IN FAVOR AND THE MOTION CARRIED.
The Auditors have asked that a paper trail for transferring money between accounts has been established.

ENGINEER’S REPORT – Ken Yerger- absent
Perkiomen Trail Gateway- We provided minor assistance in the preparation of the new funding application.
Boyer Lane – We provided the plan and legal description of the storm water easement needed for the construction of the project to the Solicitor for easement document preparation.
SOLICITOR’S REPORT: Crystal Fisher –
Landscape and Sign Ordinances (LED portion of sign ordinance) will be advertised next week and will be adopted at the March 8, 2007 Borough Council Meeting.
Zoning Ordinance is being worked on to bring the ordinance into compliance with the Regional Comprehensive Plan.
A MOTION TO ADVERTISE THE ZONING ORDINANCE WAS MADE BY DONALD WHITKO AND SECONDED BY RAY YEANISH. ALL WERE IN FAVOR AND THE MOTION CARRIED.
POLICE REPORT: Chief Timothy Hoppes
No written report – printer not working
State Police Calls for January 2007 - 16
Schwenksville Police calls for January 2007 - 16
Fee schedule for parking Fines is at the Planning commission for review.
Chief Hoppes will be conducting a lecture for parents at the Perkiomen Valley Library on Internet Predators.
Emergency Management weather alert radios have been distributed to the Day Care at the Jerusalem Lutheran Church and the Colonnade.
Chief Hoppes has asked for approval to purchase a new printer for his office.

AMBULANCE REPORT – Schwenksville Borough – 20 calls
Colonnade – 14 calls
Longaberger Basket Bingo will be held on Sunday March 4, 2007 @Lower Fredrick Fire Co. Social Hall at 12 noon.
BOROUGH MANAGER REPORT: Tom Snyder
Trail Grant preliminary application filed and accepted. April 1, 2007 final approval required. Penn Dot determined that the curbing did not have to be changed.
Solution of flooding/grading @ Telvil project in process. $10,000.00 approved Engineering contract received design drain completed. Borough will be asking the State if the Borough can use the remaining money for the construction.
Perkiomen Ave. Curbing and Sidewalks – design on drainage complete. Easement required.
Light overflow @ Hillcrest Ave. and Minehill. Lighting ordinance correction is required.
Visor was added to the light at 780 Minehill and light has been redirected.
Main Street lighting is being investigated.
MOTIONED BY RAY YEANISH NOT TO EXCEED $500.00 FOR CARROLL ENGINEERING TO MAP THE LIGHTS ON THE LOWER END OF MAIN STREET FROM PERKIOMEN AVE TO THE END OF TOWN. SECONDED BY GENE FRANTZ. ALL WERE IN FAVOR AND THE MOTION CARRIED.
All State was given a warning about the outside signs.
A load of salt was delivered to the Authority.
Regional Planning is mapping out sewer projects within a quarter of a mile of the Borough.
COMMITTEE REPORTS
STREETS AND ROADS: Barbara Slater – under Tom’s report
PROPERTY: Approval of 3 telephones, 2 for Borough Hall 1 for Police Dept. cost of each phone is $96.95.

STREET LIGHTING: Gene Frantz – under Tom’s report
MAYOR’S REPORT: Us Census Bureau letter. Forward the packet to Gail to fill out and return.
OLD BUSINESS – none
NEW BUSINESS – Dinner meeting February 22, 2007
Audience – Roy Miller 320 Centennial St. Meadow Park was discussed at the Planning Commission meeting. Roy would like the drainage to be addressed. Dead trees should be removed. Get the Meadow Park into shape so it can be used.
Park on Centennial Street is on hold for legal issues.
Matt Hansell 812 Minehill Rd. A couple of years ago I paid for a shed. Adjacent to my property is a structure like a shed or green house and is 4 feet from property line.
The Borough has sent a letter to the property owner.
The personal Fire vehicles are speeding when there is an emergency. Chief Hoppes responded that the Blue lights have no authority to exceed the speed limit.
