MINUTES OF September 14, 2006

 

           

            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of September 14, 2006 to order.

 

Present: H. Gilbert Williams, Donald Whitko, Barbara Slater, Ray Yeanish.

 

 Absent: Mayor Carroll Rosenberger, Gene Frantz

           

PLEDGE OF ALLEGIANCE:  By the assembly.

 

MINUTES:  Dispense with the reading of the Minutes of August 10, 2006. MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF August 10, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of August 10, 2006

MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO APPROVE THE MINUTES OF August 10, 2006.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1 to August 30, 2006 was presented to council for their approval Monthly Council Cash Available Report as of September 14, 2006. Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Pennsylvania Municipal Retirement System – Gail presented Borough Council with the 2007 MMO worksheet. Report on file at Borough Hall. Motion by Donald Whitko to accept the worksheet and seconded by Barbara Slater.  All were in favor. Motion carried.

 

ENGINEER’S REPORT – Ken Yerger-

            Perkiomen Avenue Curb & Sidewalk Extension – As directed we have surveyed Perkiomen Avenue between Fourth Street and the Borough limits for the design of an extension of curbing and sidewalk with modification to the existing storm water collections system.  The design is underway. Tom explained that this is covered under the $10,000 grant from Penn Dot. (design from Carroll Engineering).

SOLICITOR’S REPORT: Crystal Fisher –

 

            Inflow/Infiltration Abatement Program – Authority was contacted by DEP. The DEP is looking for the Authority to reduce and in fact remove unauthorized flows to the sanitary sewer system.  The DEP requested to meet with the Authority and the Borough.

            MOTION BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO AUTHORIZE TO ADVERTISE ORDINANCE #335 AMENDING ORDINANCE #327 REVISING CHAPTER 128, SEWERS, TO SPECIFICALLY SET FORTH THE RULES AND REGULATIONS OF THE SANITARY SEWER SYSTEM.

Donald Whitko, Barbara Slater and H. Gilbert Williams in favor, Ray Yeanish opposed.

Motion carried.

POLICE REPORT: Chief Timothy Hoppes

       State Police calls for August 2006 - 17

                               Schwenksville Police calls for August 2006 – 30

Carroll Rosenberger has a request from the Civic Club of Schwenksville for parking to be allowed on Third Street on December 9, 2006 for the House Tour. (131 3rd St).

 

Motion by Donald Whitko and seconded by Barbara Slater to suspend the NO parking on Third St between Perkiomen Ave. and Maple Street on Saturday December 9, 2006 during the House Tour hours.  All were in favor and the motion carried.

 

A request from resident that a clear sign for Mountainview Dr. be properly placed, delivery persons not clear on the street.

FIRE COMPANY REPORT: Jim Keyser– 4 calls, Total Hours 1:12

                                                   Gene Frantz –absent

On October 7, 2006 the Fire Company will hold a Movie Night in the Meadow (Free).  Featured movie- RV (Robin Williams)

 

NIMS – needs to be done by September 30, 2006. 

 

AMBULANCE REPORT – No Report

 

 

BOROUGH MANAGER REPORT: Tom Snyder – Absent – no report

 

 

1).        As of Today proposed Dam removal will be in January 2007.

2).        Jeff Clemens will clean up sidewalk on Centennial Street.

Jeff is also evaluating what he is going to do with the lot.  He will get back to Council soon.

 

3).        Street Lights – The light did not have a photo cell for new light for Fourth Street.  A photo cell is being ordered.

 

 

4).        Drain through the Stanley property, $2,500 for the pipe. To be less than $6,000 for digging.  Total less than $10,000.00. Need letter from Mr. and Mrs. Stanley for right to put in the pipe on the property.  Motion by Donald Whitko and seconded by Barbara Slater to fix the drain at the Stanley property but not to exceed $8,500.  All were in favor and the motion carried.

 

 

5).        Budget summary 2006 – Investigate a loan of $100,000.00 line of credit for 2006.

 

            MOTION BY DONALD WHITKO AND SECONDED BY RAY YEANISH

 TO AUTHORIZE TOM SNYDER TO OBTAIN FINANCING TERMS FORM FINANCIAL INSTITUTES WITH REGARDS TO A $100,000.00 GENERAL PURPOSE LOAN.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

6).        Boyer Lane – Authorizing to start work on Boyer Lane, final design less than $5,000.00 – Grant money covers construction.  ON HOLD.

 

COMMITTEE REPORTS

 

 

STREETS AND ROADS: Barbara Slater –no report

 

FINANCE: Ray Yeanish – Crystal reports that budget meetings need to be advertised. Also looking at raising taxes.

 

 

PROPERTY: Donald Whitko – Read a letter from Mr. Schwenk about the Schwenksville sign.  Tom says it’s in the basement, needs to be refinished.

 

STREET LIGHTING: Gene Frantz –lights on Summit Ave. are out.

  

MAYOR’S REPORT:  absent –no report

 

OLD BUSINESS

 

NEW BUSINESS – none

 

AUDIENCE: Roy Miller 320 Centennial Street. Had a question on Boyer Lane and when it will be completed. Will be looked at in the 2007 Budget.  Is there a new sign for Third Street that was changed to Miller St? Third and Boyer is on the list for Fall patching. Planning Commission has no authority for Dam removal; Planning Commission can give suggestions to Borough Council.
