Council Vice-President, Donald A. Whitko at 7:30pm, called the Schwenksville Borough Council Meeting of October 12, 2006 to order.

Absent: Gib Williams and Gene Frantz
PLEDGE OF ALLEGIANCE: By the assembly.
MINUTES: Dispense with the reading of the Minutes of September 14, 2006. MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF September 14, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the Minutes of September 14, 2006
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO APPROVE THE MINUTES OF September 14, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED. With correction to read Motion by Donald Whitko and seconded by Barbara Slater to suspend the NO parking on Third St between Perkiomen Ave. and Maple Street on Saturday December 9, 2006 during the House Tour hours. All were in favor and the motion carried.
ACCOUNTS PAYABLE: Gail Phillips
Statement of Revenues/Expenditures to Budget Comparison for January 1 to September 30, 2006 was presented to council for their approval Monthly Council Cash Available Report as of October 12, 2006. Copies of all these reports are on file at the Borough hall Office.
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ENGINEER’S REPORT – Ken Yerger- NO REPORT
SOLICITOR’S REPORT: Crystal Fisher – Ordinance NO. 335 “Ordinance amending the code of ordinances of the Borough of Schwenksville, Ordinance NO. 327, revising chapter 128, sewers, to specifically set forth the rules and regulations of the sanitary sewer system.” MOTIONED BY BARBARA SLATER AND SECONDED BY DONALD WHITKO TO ADOPT ORDINANCE NO. 335. 2 YES VOTES 1 NO VOTE. MOTION CARRIED. Schwenksville Borough Authority adopted Ordinance NO. 335 on Wednesday October 11, 2006.
Conditional Use Application
James Krier of 130 Park Ave. submitted a revised plan. James is requesting 1. Section 147-30 to waive requirement to construct sidewalk along Park Ave. 2. General waiver for parking.
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO GRANT PRELIMINARY FINAL PLAN APPROVAL TO THIS PLAN. ALL WERE IN FAVOR AND THE MOTION CARRIED.
New fee schedule is being worked on for building permits, plumbing etc.

FIRE COMPANY REPORT: Jim Keyser– 6 calls, Time in Service 6:42
Gene Frantz –absent
Movie night was cancelled due to rain.
Lions Club Halloween Parade will be held on Thursday October 26, 2006. This was changed from Wednesday October 25, 2006.
AMBULANCE REPORT – Schwenksville Borough – 18 calls
Colonnade – 10 calls
2006 Fund drive underway.
Basket Bingo Fundraiser November 12th at 1pm @ Lower Frederick Fire Company.
BOROUGH MANAGER REPORT: Tom Snyder
1. Need approval to go ahead with Boyer Lane Engineering, bidding late December.
$2,000 for billing in 2006, $8,300 Borough share of match.
MOTIONED BY BARBARA SLATER AND SECONDED BY RAY YEANISH TO APPROVE ENGINEERING FOR BOYER LANE. ALL WERE IN FAVOR AND THE MOTION CARRIED.
2. Surveying is finished and drawing of Perkiomen Ave. storm sewer is in process.
3. Painting of outside Borough Hall on hold until spring 2007.
4. Clemens – Sales agreement with the Borough expired. Crystal suggests the Borough needs to closeout grant with the County and two state grants. Borough does not have the one acre parcel from Park Place/Highpoint and Dan Pellechio that is required and they are not interested in donating the land. Ray Yeanish is in favor of condemnation as the Borough has invested too much to let it go. Donald Whitko is in favor of closing the Clemens Park. Barbara Slater has no opinion one way or the other.
5. Library is requesting a handicap parking spot. Tom will talk to them.
6. Trash accounts – 2 commercial and 2 residential accounts are delinquent.
7. 2007 Budget – copies have been handed out to all Council members. Tax increase of 2.75 mileages. Total mileage would be 3.75 for General purposes and .08 mil for Library and .32 mil for Fire with a total of 4.15 mileages for the Borough taxes.
Borough has been operating at a deficit for the past 3 years and there has not been a tax increase in over 10 years.
Crystal explained that the budget needs to be prepared and then Crystal needs 10 days to advertise the budget and have it available for inspection before a budget can be adopted.
Hopefully the budget can be adopted at the November’s Borough Council meeting. After that the Tax Ordinance needs to be prepared raising the taxes. All of this needs to be done before the end of the year.
MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO ADVERTISE THE 2007 BUDGET. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Tax Ordinance for raising the taxes will be prepared and advertised for the November Borough Council meeting.
MOTIONED BY BARBARA SLATER AND SECONDED BY RAY YEANISH TO ADVERTISE THE 2007 TAX ORDINANCE. ALL WERE IN FAVOR AND THE MOTION CARRIED.

STREETS AND ROADS: Barbara Slater – Mountain view street sign is missing. Tom will take care of that.
FINANCE: Ray Yeanish – budget taken care of under Tom’s report.
PROPERTY: Donald Whitko –.no report

OLD BUSINESS –
NEW BUSINESS – Resolution for Halloween parade.
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO ADOPT RESOLUTION 2006-11 2007 HALLOWEEN PARADE TO BE HELD THURSDAY OCTOBER 26, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Motion to adjourn the meeting by Barbara Slater and seconded by Ray Yeanish.
