MINUTES OF MAY 11, 2006
At 7:26 pm May 11, 2006
Mayor Carroll Rosenberger has sworn in Emily Weidenmoyer and William W. Rubery
for office of Fire Police.
Council President, H. Gilbert Williams at 7:30pm, called the
Schwenksville Borough Council Meeting of May 11, 2006 to order.
Present were H. Gilbert Williams, Donald A. Whitko, &
Mayor Carroll Rosenberger, Ray Yeanish, Gene Frantz and Barbara Slater.
Absent:

assembly.
MINUTES: Dispense with the reading of the Minutes of April
13, 2006. MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF
THE MINUTES OF April 13, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the Minutes of April 13, 2006

SECONDED BY DONALD WHITKO. (Spelling errors corrected) IT WAS VOTED TO APPROVE THE MINUTES OF April
13, 2006.

Highpoint/Park Place Issue.
Gib Williams:
“Regarding the park on
Centennial St. it was in the Borough’s Open Space Plan in 1997 the opportunity
was there late 1999-2000 to possibly acquire the land, it would have taken a
joint effort to get this done and would have involved the Borough,
Highpoint/Park Place and Spring Mount Summit.
At that time people thought it was an important process to do and to go
through people were for so the Borough felt that this was a beneficial
community project we would go forward with this. We have received letters of
intent from both Spring Mount summit and Highpoint and were about to close on
the transaction approximately 5 weeks ago, Highpoint group had some concerns
and questions as to whether to go forward or not, as a result the borough had
to step away from the process at this point.”

Speaking with our Attorney
there is an issue of clear Title. Has a
title search been done?
Crystal Fisher Borough
Solicitor answered Wayne’s question that the Borough did a title search and
that the record title is not in the name of Highpoint or Park Place, documents
in the County records refer to it as Highpoint so there is a little bit of
ambiguity with that situation. The record title is still in the name of Daniel
Pellechio who is the man that created the Association and developed the lots.
Highpoint Association to
have a special meeting and take a ballot vote. This is acceptable with Wayne Ingraham. Ballots will be sent to the
residents of Highpoint.

Statement of
Revenues/Expenditures to Budget Comparison for May 1-11, 2006 was presented to
council for their approval Monthly Council Cash Available Report as of May 11,
2006. Copies of all these reports are on file at the Borough hall Office.

TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.

MAYOR’S REPORT: One wedding, Forest Lane
stagnant water, smell and trash needs to be addressed. Clemens property. Stanley property drainage problem.

NEW BUSINESS – Planning Assistant Contract Renewal.

SECONDED BY GENE FRANTZ TO ACCEPT THE MONTGOMERY COUNTY PLANNING COMMISSSION
CONTRACT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
AUDIENCE:
Joe Giunta 813 Mine Hill
Road – As Auditor a meeting was held with Sue Ellen, myself, Tom and Charles about the audit.
As Auditors Joe and Sue
Ellen strongly advise the Borough to hire the services of an independent
Certified Public Accounting firm to do a forensic audit of the Borough books.

SECONDED BY RAY YENISH TO HIRE A CERTIFIED PUBLIC ACCOUNTANT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Wendy Rowley 151 4th
St. has there been an update from Mr. Garis about a check list to get things
done. Tom says there is a state grant
to take care of the drainage on Limerick Road and then look at the drainage on
4th Street. Punch list to Wendy Rowley.
Lights for 4th St. ordered,
in at the end of May.
Mr. Swenk attempted to go to
the post office about the mailboxes on Perkiomen Ave. He has moved his barrel
and has put his mailbox on his door.
Jane Markley 211 2nd
St. – Borough should have three elected officers. If the third auditor does not want to take the responsibility, it
should go to the vacancy board (Mary Jane Kehs) for the position to be filled.
A gentleman that lives on 2nd
street is concerned about the speeding on Second Street at night. Concerned noted
and will be addressed.
Motion by Donald Whitko and
seconded by Barbara Slater to adjourn the meeting at 8:47pm. All were in favor.
