MINUTES OF MARCH 9, 2006
Council President, H. Gilbert Williams at 7:41pm, called the Schwenksville Borough Council Meeting of March 9, 2006 to order.
Present were H. Gilbert Williams, Donald A. Whitko, Barbara Slater, & Mayor Carroll Rosenberger, Ray Yeanish.
Absent: Gene Frantz
PLEDGE OF ALLEGIANCE: By the assembly.
MINUTES: Dispense with the reading of the Minutes of February 9, 2006. MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF FEBRUARY 9, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the Minutes of February 9, 2006
MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO. IT WAS VOTED TO APPROVE THE MINUTES OF February 9, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Open Public Meeting – Dan Reavy from Verizon to discuss Ordinance/Verizon Franchise Agreement.
Meeting was advertised, Ordinance was advertised. Staff report was handed out.
Mr. Reavy introduced his colleagues and thanked the Council for the opportunity to address this forum.
Tom mentioned some installation problems; these have been addressed and straightened out.
No other questions or comments.
Open public meeting was closed at 7:46pm.
The chair will ask for a motion to adopt Ordinance #334.
MOTIONED BY DONALD WHITKO AND RAY YEANISH TO ADOPT ORDINANCE #334 VERIZON CABLE FRANCHISE AGREEMENT. ALL WERE IN FAVOR AND THE MOTION CARRIED
ACCOUNTS PAYABLE: Gail Phillips
Statement of Revenues/Expenditures to Budget Comparison for February 2006 was presented to council for their approval Monthly Council Cash Available Report as of March 9, 2006. Copies of all these reports are on file at the Borough hall Office.
MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ENGINEER’S REPORT – Ken Yerger
Tom Snyder read the Engineers report as follows
1. Trailhead Project – Work on the project has been stopped per directions by the Borough subject to resolution of project funding and response from the County for possible use of additional area for site grading.
2. Boyer Lane Drainage – Work on the design has stopped pending project funding being secured.
3. Centennial Street Park – We will be preparing legal descriptions of the property being acquired, as requested.
SOLICITOR’S REPORT: Crystal Fisher
A Resolution to accept the Montgomery County grant for the Clemens property.
MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO ADOPT RESOLUTION 2006-04, ACCEPTING THE GRANT CONDITIONS OF THE MONTGOMERY COUNTY GREEN FIELDS/GREEN TOWNS GRANT PROGRAM. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Submission of loan application to DCED. DCED requesting more information. Crystal will have done and sent back on Monday March 20, 2006.

August 5th Raffle for a Harley Davidson. Bike night in the meadow with 6:00pm raffle.
Family circus May, June or July.
Fire Alarms – 60% of residents have picked up the free alarms.

BOROUGH MANAGER REPORT: Tom Snyder
Week of March 20th a representative will be here from the Governor’s office to help with the Audit system.

STREETS AND ROADS: Barbara Slater –no report
FINANCE: Ray Yeanish – working on the collection of the delinquent trash bills.
PROPERTY: Donald Whitko – Joe Guinta has been asked to fill the vacant auditor position.
MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO ACCEPT JOE GUINTA AS THE NEW AUDITOR. ALL WERE IN FAVOR AND THE MOTION CARRIED.
FIRE COMPANY: Gene Frantz – no report
STREET LIGHTING: Gene Frantz – absent
Christmas lights will be taken down as soon as the bucket truck is repaired.
MAYOR’S REPORT: no report
OLD BUSINESS - none
NEW BUSINESS – nothing
AUDIENCE
Wendy Rowley 171 4th St. – Still would like to know when the temporary mailboxes on Perkiomen Ave. will be moved? Tom says the post office is holding this up and he is still talking to them.
Are we on Schedule with Mr. Garis to finish the drainage problem? Yes Garis will be back to do the drainage.
Wendy also asked about the street lights on 4th street. Tom is working on the problem with the controls for the lights.
