            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of June 8, 2006 to order.

 

Present: H. Gilbert Williams, Donald A. Whitko, & Ray Yeanish

 

 Absent: Gene Frantz, Barbara Slater & Mayor Carroll Rosenberger,

           

PLEDGE OF ALLEGIANCE:  By the assembly.

 

 

MINUTES:  Dispense with the reading of the Minutes of May 11, 2006. MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF May 11, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of May 11, 2006

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. (Spelling errors corrected)  IT WAS VOTED TO APPROVE THE MINUTES OF May 11, 2006.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ACCOUNTS PAYABLE: Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1 to June 9, 2006 was presented to council for their approval Monthly Council Cash Available Report as of June 9, 2006. Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED

 

ENGINEER’S REPORT – Ken Yerger – Krier Land Development-Carroll Engineering generated a review letter dated May 30, 2006.  The applicant has not yet responded adequately for Carroll Engineering to second review letter.

 

SOLICITOR’S REPORT: Crystal Fisher -

 

Executive session at the end of the meeting to discuss a legal property matter, at the end of that if there are any decisions that are made we will open the meeting.  Reports are to be submitted 7 days in advance; closing date will be the Monday the week before Council. Draft a letter to vendors about the reports.

Mr. and Mrs. Krier 130 W. Park Ave. was going to come in tonight for plan approval, they had some engineering issues on there plans and have requested to be on the July meeting. Complete report on File at Borough Hall.

FIRE COMPANY REPORT: Jim Keyser– absent no report

                                                   Gene Frantz – absent no report

 

Doug Neil – reminder of the Circus on Sunday June 11, 2006 at the fire house.

Fire Company has a list of the apartment owners that have picked up the smoke detectors. Council is looking for a complete list of all the apartments and businesses.

 

AMBULANCE REPORT – absent no report

 

BOROUGH MANAGER REPORT: Tom Snyder

 

No questions on Tom’s report.

 

Code enforcement – Tom can enforce the ordinances that are on the books.

 

MOTION BY RAY YEANISH AND SECONDED BY DONALD WHITKO FOR TOM SNYDER JR. TO ASSUME THE CODE ENFORCEMENT REPONSIBILITIES AND THE PAY THAT GOES ALONG WITH IT.  ALL WERE IN FAVOR AND THE MOTION CARRIED

 

Tom brought up the groundhog problem – Tom will talk to Chief Hoppes

PROPERTY: Donald Whitko – Tom is getting a quote for the painting that needs to be done on the outside of Borough Hall.

OLD BUSINESS

 

 

NEW BUSINESS – A Resolution Regarding Cable Franchise Legislation Opposition

 

Motioned by Donald Whitko and seconded by Ray Yeanish to adopt Resolution Number 2006-09 Regarding Cable Franchise Legislation Opposition.  All were in favor and the motion carried.

 

 

AUDIENCE: Wayne Ingraham President Park Place Home Owners Association has a concern about fire pit.  Doug Neil –Fire Marshal told him that any fire (fire pit)needs to be 10ft away from any structure and can only have a 2ft. log or less in the fire pit.

 

Stephanie Handy 48 Main Street suggested a central location for the fire pit.

 

Ballots for the Clemens Park piece of land were mailed May 15th 2006.  Returned so far 26 Ballots, 15 yes and 11 no.

 

Borough will send a letter to all residents of High Point/Park Place with information and clarification that the Borough was in no means trying to be threatening. Letters will be mailed on Friday or Monday.

 

Fall program – Woodland Ave. peeling, pricing and finding someone to pave because of the steepness of the hill.

 

Forest Lane at Centennial loose gravel lying at the bottom, sweeping will be done.

 

Mine Hill Rd., pot hole at first STOP sign needs to be filled in.

 

Ray would like to start working on the Budget for 2007 in August.

 

 

Jennifer Bolognese of 3521 Forest Lane, Ches Mont is still picking up to early.  Jennifer will email the Borough date and times of pick ups.

With no further questions Council went into Executive meeting at 8:10pm

 

 A discussion on the Clemens property was held and no action was taken.

 

Regular meeting resumed at 8:42pm.

 

Larry Keown asked council for approval to pay $100.00 for membership to the International Code Council. 

 

Motioned by Ray Yeanish and seconded by Donald Whitko to approve the $100.00 for membership to the International Code Council.

 

Ray Yeanish made a motion to adjourn the meeting at 8:44pm, seconded by Donald Whitko.  Meeting adjourned.
