MINUTES OF December 14, 2006

 

           

            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of December 14, 2006 to order.

 

Present: H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Ray Yeanish, Gene Frantz, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr. and Chief Tim Hoppes and Gail Phillips

MINUTES:  Dispense with the reading of the Minutes of November 9, 2006, and November 20, 2006. MOTIONED BY DONALD WHITKO AND SECONDED BY November 20, 2006.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF November 9 and November 20, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Approval of the Minutes of November 9th and November 20, 2006

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO. IT WAS VOTED TO APPROVE THE MINUTES OF November 9th and November 20, 2006.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ACCOUNTS PAYABLE: Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1 to November 30, 2006 was presented to council for their approval Monthly Council Cash Available Report as of November 14, 2006. Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO. 

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ENGINEER’S REPORT – Ken Yerger- Report is under Borough Manager Report.

 

 

SOLICITOR’S REPORT: Crystal Fisher –

 

DCED loan approval on Friday, bank will be contacted so the loan can be finalized and settled.

 

 

 

 

Resolution 2006-13 – A RESOLUTION BOROUGH COUNCIL ENACTING A REALTY TRANSFER TAX AND OTHER TAX RELATED PROVISIONS PURSUANT TO ARTICLE XI-D OF THE TAX REFORM CODE OF 1971, AND AUTHORIZING THE DEPARTMENT OF REVENUE OF THE COMMONWEALTH OF PENNSYLVANIA TO DETERMINE, COLLECT AND ENFORCE THE TAX, INTEREST AND PENALTIES.

 

Motioned by Donald Whitko and seconded by ray Yeanish to adopt resolution 2006-13.  All were in favor and the motion carried.

 

Landscape Ordinance – Reviewed by the Schwenksville Planning Commission and motion was carried to Borough Council for review and adoption. Crystal gave an explanation of the Ordinance.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY GENE FRANTZ TO ADVERTISE THE LANDSCAPE ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Storm Water Management Ordinance – The Borough has an ordinance that is not up to code, this ordinance will update the ordinance. Crystal gave an explanation of the Ordinance.

           

MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD WHITKO TO ADVERTISE THE STROM WATER MANAGEMENT ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

POLICE REPORT: Chief Timothy Hoppes

       State Police – October 2006 – 19 calls, November calls 25

                               Schwenksville Police calls for November 2006 – 23

Chief Hoppes also gave a brief explanation of leasing a police car.

FIRE COMPANY REPORT: Jim Keyser– 6 calls, 28 Men in Service,

                                                   Time in Service 2:01

                                                   Gene Frantz – NO REPORT

AMBULANCE REPORT – November 2006 Report

Schwenksville Borough – 21 calls

                                                Colonnade – 11 calls

BOROUGH MANAGER REPORT: Tom Snyder

 

 

Street sweeping - $1,000.00

 

Street sealing $2,000.00

 

 

Storm water citation – Ken and Tom are working on the yearly report and will be finished next week. Low cost for Ken.

 

Boyer Lane drawings done and we have an extension.  Go out to bid for early construction. Bidding range can be in pieces. $100,000.00 county grant. $20,000.00 borough match.  Work would start March or April.

Trailhead Project – Ray would like solid numbers, Ken will work up an estimate based on unit prices. Under $95,000.00.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO AUTHORIZE KEN YERGER TO ADVERTISE TO BID THE TRAILHEAD PROJECT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Grants are available for flooding.

 

Street lights are not all replaced, truck not in service.

 

 

COMMITTEE REPORTS

 

 

STREETS AND ROADS: Barbara Slater – under Tom’s report

 

FINANCE: Ray Yeanish – Police fund (close)

 

PROPERTY: 3 trees behind Borough Hall need to be removed. $375.00 to remove.

MOTIONED BY RAY YEANISH AND SECONDED BY GENE FRANTZ TO HAVE THE 3 TREES REMOVED AT $375.00.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

STREET LIGHTING: some of the Xmas light boxes need to be replaced.

  

MAYOR’S REPORT: no report

 

OLD BUSINESS – none

 

NEW BUSINESS – none

 

Audience – Jim Keyser 108 Hill Crest Ave. Neighbor’s light is still an annoyance.  Tom reports the neighbor has ordered visors and they will be put on when delivered.

 

 

Arthur Fairclough 161 S Fourth Street question on what paper the notice is put in.  The Borough uses the Pottstown Mercury.  Legally the Borough only has to advertise in one paper. 

 

Mr. Fairclough also had questions on the taxes being raised and why taxes were not raised gradually instead of a big increase at one time.  Mr. Williams explained about the cost of roads and the incurred debt of finishing roads that need final coats.

 

The Borough has a balanced 2007 budget.

 

Monies approved at this meeting:

 

Street sweeping $1,000.00

 

Street sealing $2,000.00

 

Trail Gateway engineering $3,000 to $5,000 (bids for project $95,000 or less).

 

Boyer Lane $100,000.00 county grant (if project exceeds $100,000 borough match would be $20,000).
