            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of September 8, 2005 to order.

 

            Present were H. Gilbert Williams, Ray Yeanish, Donald A. Whitko, Barbara Slater, Gene Frantz & Mayor Carroll Rosenberger

MINUTES:  Dispense with the reading of the Minutes of August 11, 2005 MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF August 11, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO APPROVE THE MINUTES OF August 11, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

Presented to council for their approval:  Statement of Revenues/Expenditures to Budget Comparison to August 2005.  Monthly Council Cash Available Report as of August, 2005.  Copies of all these reports are on file at the Borough hall Office.

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Pennsylvania Municipal Retirement System – Gail presented Borough Council with the 2006 MMO worksheet. Report on file at Borough Hall.

 

 

SPECIAL GUEST – Katherine Ember, Montgomery County Planning Commission

Katherine explained the Open Space Plan. (copy on file at Borough Hall).

On September 26, 2005 the Open Space Plan is to be adopted at the Montgomery County Planning Commission meeting.

ENGINEER’S REPORT – Ken Yerger

 

Trailhead Project – Our traffic department has met with PaDot to discuss permitting and project issues.  Preliminary design is underway.

 

Perkiomen Ave. Curb and Sidewalk – The bid opening results were forwarded with the low bid being $39,221.00 from Gateway Project Management, LLC. A PaDot Occupancy Permit and acquisition of the required temporary grading easements are required prior to the start of construction.  We suggest the awarding of the project be delayed till the October meeting in order to acquire the permit and easements.

 

MOTION BY GENE FRANTZ TO AUTHORIZE TOM SNYDER TO DISCUSS THE TEMPORARY EASEMENTS FOR THE CONSTRUCTION. SECONDED BY RAY YEANISH ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

MOTION BY RAY YEANISH TO MOVE FORWARD WITH THE BID ISSUE FOR SIDEWALK (3RD TO 4TH on Perkiomen Ave.) AND AWARD SIDEWALK PROJECT TO GATEWAY PROJECT MANAGEMENT LLC. SECONDED BY BARBARA SLATER.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

SOLICITOR’S REPORT: Crystal Fisher

 

Fire Company Recommendations and Fire Alarm Ordinance – A copy of the proposed Ordinance was sent to the Department of Labor and Industry for their review and comment.  A public hearing is advertised for October 13, 2005 after which Borough Council can adopt the Ordinance provided the Department of Labor and Industry approves the Ordinance.

 

Telvil is working with the Borough and its Engineer to try to resolve the drainage issues.  LTL Consultants, LTD, letter dated August 29, 2005 provides recommendations on how to resolve the drainage issue.   Arthur Fairclough will call Skip about the letter.

AUDIENCE: Roy Miller 320 Centennial St. Why are the Dams being removed?  “How will we develop a park with no water?

Planning Commission also has concerns. 

 

Wendy Rowley 171 4th St. School Bus stopping at the curve at 4th and Perkiomen to pick up children, cars not stopping for School Bu with Red Lights Flashing.  Tom will call to ask about going down 4th St. to pick up children.  Sidewalk will be going in on Perkiomen Ave. between 3rd and 4th soon.

 

Linda Wilde 63 Main St. Linda would like to know who the Code Enforcement Officer is.  Gib answered that this position is being changed. Tom will follow up on the house with the roof problem and electrical cords running under the porch of neighbors’ house.

Earl Stahl 341 Cherry St. drainage down Boyer’s Alley.  Ken explained the situation to Earl.

 

Recess for Executive Session.

 

Opened at 9:20pm Action Taken:                Motion by Ray Yeanish to approve purchase of Clemens property with contingency of 1. Successful execution of the Montgomery County Open Space Committee checks 2. Transfer of High Point property for the project 3. Summit property for the project.

Seconded by Don Whitko.  All were in favor – Barbara and Gib.

 

Motion to adjourn the meeting by Ray Yeanish and seconded by Barbara Slater.  Meeting adjourned at
