MINUTES OF November 10, 2005

               

                Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of November 10, 2005 to order.

 

                Present were H. Gilbert Williams, Donald A. Whitko, Barbara Slater, & Mayor Carroll Rosenberger, Ray Yeanish & Gene Frantz

MINUTES:  Dispense with the reading of the Minutes of October 13, 2005 MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF October 13, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of October 13, 2005

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO APPROVE THE MINUTES OF October 13, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Correction on the October 13, 2005 minutes, on page 2.  The sentence should read as follows,

Grant Applications – We have assisted in the preparation of grant applications for drainage improvements to Perkiomen Avenue and for master planning for the Centennial Street Park.

Presented to council for their approval:  Statement of Revenues/Expenditures to Budget Comparison to October 13, 2005.  Monthly Council Cash Available Report as of October 13, 2005.  Copies of all these reports are on file at the Borough hall Office.

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY GENE FRANTZ.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ENGINEER’S REPORT – Ken Yerger

 

1. Trailhead Project – The project is ready for bidding.

MOTION BY GENE FRANTZ AND SECONDED BY RAY YEANISH TO AUTHORIZE TO ADVERTISE FOR TRAILHEAD BIDS.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

2. Perkiomen Avenue Curb and Sidewalk – the project is substantially complete awaiting the repair of several minor punch list items.

SOLICITOR’S REPORT: Crystal Fisher

Williams subdivision plan -

Subdivision plan – Letter from Carroll Engineering of October 11, 2005 has two issues.

1.                    Need for easement regarding the sewer.

2.                    Driveway easement.

       Final plan approval – Motion by Donald Whitko and seconded by Barbara Slater to approve the Williams subdivision plan, on condition of the review by Crystal Fisher, esq.  Gib Williams recused himself from the vote. All were in favor and the motion carried.

MOTION BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO APPROVE $1,500 FOR STREET SWEEPING NOT TO BEGIN BEFORE December 1, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

FINANCE: Gene Frantz – no report

                                 

PROPERTY: Donald Whitko – Temporary easement for Trailwinds, safety piece for cover windows. Trailwinds to fill in window wells. MOTION BY RAY YEANISH AND SECONDED BY GENE FRANTZ FOR TRAILWINDS TO FILL IN THE WINDOW WELLS.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

STREET LIGHTING: Ray Yeanish – Gammon will start in 2 weeks to bring them up to date.

 

MAYOR’S REPORT:  3 Weddings in October.

 

OLD BUSINESS: none

 

NEW BUSINESS – DEP had a meeting with Crystal, Tom and the Authority for Schwenksville to reduce the amount of inflow that is coming into the sewer plant.

 

Recess for Executive meeting 8:10pm

 

Clemens Property agreement of Sale – Motion by Ray Yeanish and seconded by Barbara Slater.  All were in favor and the motion carried.
