MINUTES OF January 13, 2005

           

            Council President, H. Gilbert Williams at 7:30 pm, called the Schwenksville Borough Council Meeting of January 13, 2005 to order.

 

            Present were H. Gilbert Williams, Donald A. Whitko, Ray Yeanish, & Mayor Carroll Rosenberger.

 

            Absent were Barbara Slater and Gene Frantz.

 

            PLEDGE OF ALLEGIANCE:  By the assembly.

 

MINUTES:  Dispense with the reading of the Minutes of 12/9/04, 12/16/04, 12/27/04, 1/03/05, and 1/06/05. MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF 12/9/04, 12/16/04, 12/27/04, 1/03/05, and 1/06/05.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of 12/9/04, 12/16/04, 12/27/04, 1/03/05, 1/06/05

MOTIONED BY RAYMOND YEANISH AND SECONDED BY DONALD WHITKO. IT WAS VOTED TO APPROVE THE MINUTES OF 12/9/04, 12/16/04, 12/27/04, 1/03/05, and 1/06/05.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Correction of the following minutes of 12/16/2004

 

MOTIONED BY DONALD WHITKO AND SECONDED BYTO APROVE AN INCREASE IN THE FIRE TAX FROM .16 MILS TO .32MILS IN 2005 GIVEN A COVEANT OF CHECKING WITH THE SOLICITOR TO MAKE SURE WE ARE IN THE BOUNDS OF OUR AUTHORITY.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

ENGINEER’S REPORT:  Ken Yerger

 

Miscellaneous Drainage Issues – At the request of the Borough Manager, we assisted in several drainage issues.  We assisted in the specifying of materials for the intersection of Centennial and Fourth Streets and confirmed the emergency condition of a failed section of existing storm sewer near intersection of Forest and Centennial streets.

 

SOLICITOR’S REPORT: Loren Szczesny

 

Trash Contract – Re-advertise for trash bids on January 11, 2005 and pre-bid meeting to be held on January 18, 2005. Trash bids are due on January 24, 2005 at 2:00pm and bids are to be open and read at 2:05pm. Special Council meeting will be held on January 25, 2005 to award new trash contract. New service schedule to start Feb. 1, 2005.

 

 

Codification: The Code of the Borough of Schwenksville was advertised and forwarded to the Montgomery County Planning Commission for review.  The Montgomery County Planning Commission recommends adopting the Codification Ordinance.

 

MOTION BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO FORMALLY ADOPT THE BOROUGH’S CODIFICATION ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

POLICE REPORT:  Chief Timothy Hoppes

Calls for the Month of December:  State Police Calls: 21 Local Calls: 32

 

Total calls for 2004:  Local Calls: 309   State Police Calls: 250

 

The Borough has an opportunity to purchase four more barriers for use in closing Park Ave. during flooding.

Atlas is giving the Borough a discount, 4 for the price of 3 for a total of $975.00.

MAYOR’S REPORT:   one wedding held at Borough Hall.

A  Letter from an 8th grade Middle School  West Student about building a Skate Park in the Borough. The Borough has no place to build one and the young man is not a resident of the Borough. Tim suggested Mayor Rosenberger to inform the young man that the Boy’s and Girl’s Club in Souderton has a skate park.

 

 

Old Business:  Bass subdivision – transfer in progress

           

 

New Business: Police Pension Audit was done.

                         Resolution for Police Pension fund

 

MOTION BY DONALD A. WHITKO AND SECONDED BY RAY YEANISH TO PASS A RESOLUTION FOR 2005 TO WAIVE THE CONTRIBUTIONS FOR THE POLICE PENSION FUND. ALL WERE IN FAVOR AND THE MOTION CARRIED

 

 Liquid Fuels audit will be conducted on February 2, 2005.

 

A letter from Terri M. archer about banners for a fund raiser.  Tom will                                       take care of this.

AUDIENCE:   Wendi Rowley of 4th Street asked about the orange light and that the bases do not match. Tom is still working with the supplier.

Wendy also had a concern about debris being on the road and that she has gotten a flat tire from debris on the road.

 

Sidewalks for 4th street. Still have not finalized. Money in general escrow. Will look into when weather gets warmer.

 

Joe Sztenderowicz of Cherry Street – drive way

Ken Yerger will give Joe a sketch for his contractor.

Joe also mentioned that the trash was pickup at 4:30 am.

 

Recess for Executive meeting at 8:36pm

 

Restarting the session at 9:10pm.

 

No action was taken about the real-estate matter.
