MINUTES OF April 14, 2005
Council President, H. Gilbert Williams at 7:30 pm, called the Schwenksville Borough Council Meeting of April 14, 2005 to order.
Present were H. Gilbert Williams, Ray Yeanish, Barbara Slater, Donald A. Whitko & Gene Frantz
Absent was Mayor Carroll Rosenberger.

MINUTES: Dispense with the reading of the Minutes of March 10, 2005. MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF March 10, 2005. ALL WERE IN FAVOR AND THE MOTION CARRIED.

ENGINEER’S REPORT: Ken Yerger –
The Borough Manager requested our assistance in a drainage issue on Boyer Alley.
Carroll Engineering prepared the CDBG application for the drainage improvements to Boyer Alley, Fourth Street & Third Street.

Resolution 2005-04
Formally authorizes the submission of the redevelopment Block Grant application and authorizes F. Thomas Snyder Jr. to sign any other applications or documents.
MOTIONED BY DONALD WHITKO AND SECONDED BY GENE FRANTZ TO ADOPT THE RESOLUTION 2005-04. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Executive Session following the meeting- Real Estate Issue.
Zoning Ordinance Amendment – VC-2 – A special meeting for Borough Council will be held on April 28, 2005 at 6:00pm to hold the public hearing and consider the Ordinance adoption and enactment.
POLICE REPORT: Chief Timothy Hoppes
Calls for the Month of March: State Police Calls: 17 Local Calls: 21
State Police have been up at Schwenksville Elementary in the mornings for traffic control.
Barricades – Chief Hoppes and Chief Keyser recommended the Borough purchase three more barricades for the Borough. Last, month’s price was $1,200.00, which was a special price.

The Fire Dept. received a Federal Grant for $13,881.00 for smoke detectors for the Borough. We will have one smoke detector for every floor of every house in the Borough and an interconnect smoke detector for every apartment in the common areas. 1,300 smoke detectors and batteries, 141 interconnect smoke detectors.
Federal Share Grant was for $12,493.00 the Fire Dept. needs to make up 10 percent = $1,388.00 and Jim is asking for 5 percent of that from Borough Council = $694.00.
MOTIONS BY GENE FRANTZ AND SECONDEDBY RAY YEANISH TO PAY 5 PERCENT ($694.00) OF THE $1, 3881.00 TO THE FIRE DEPT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Jim would like to invite Borough Council and anyone else that would like to come down to the Fire House Friday April15, 2005 at 3:30 pm. Senator Santorum will be there to present the $13,881.00 check. After that, Rep. Raymond Bunt will be there to present the DECD check for $18,139.00 for the radio upgrades. This was a 100 percent Grant.
Jim would also like a Smoke Detector Ordinance requiring every house existing and new construction to have a working smoke detector on every floor and also try to do the interconnect smoke detectors in all apartments in common areas.
Jim would like to move forward. Smoke detectors will not cost the residents anything but apartment owners will have to pay to have the interconnect detectors installed. This would be approximately $1,000.00 or less.
MOTION BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO PREPARE AND ADVERTISE FOR SMOKE DETECTOR ORDINANCE. ALL WERE IN FAVOR AND THE MOTION CARRIED.
A suggestion was made to have a Family Event for “Movie in the Meadow” night.
This would be free.

STREET LIGHTING: Ray Yeanish – 4th St. and the school lighting is moving ahead. Borough knows about the light at 2nd and Perkiomen that is on all the time. Time frame for lighting to be taken care of is 60 days.

We are here on the on the suggestion of Rep. Raymond Bunt about the water issue for the last 3 yrs. Property damage at 141 4th St. deck. 151 4th St. basement damage and sink hole. The question is “What can Borough Council do for us?”
Loren Szczesny stated that Tom, Ken Yerger and LTL Consultants have been looking in to the matter. Engineer did prepare and sent letter of items that need to be addressed in the development that was sent off to the attorney for Mr. Garris to see if we can get them moving, we have had our professionals go out and look and make some recommendations. It is the builders’ responsibility to fix the water problem. Punch list has been sent to there attorney.
The original subdivision paper plan was approved by the Borough. The Engineer is out there to look at what you people have is what is on the plan. We have to find out what is right, what is wrong, and what his responsibility to fix is. Loren will follow up

Tom will keep 4th Street residents informed. Planning Commission meeting is open to the public.
Earl Stahl 341 Cherry St.
Why did the Borough have to spend so much money on Boyer Alley?
Loren addressed Mr. Stahl that in the winter time there is a considerable amount of run off that comes across Centennial St. and freezes and causes a problem, so what the Borough is taking a look at is a project in that area is simply not going to be Boyer alley but entire area. The resolution that passed by council tonight was that the project is to look at the entire area.
Wendy Rowley 171 4th St.
Sidewalk for 4th street is it still in the budget. PENNDOT is looking into resurfacing Perkiomen Ave.
Ordinance regarding landscaping finalized. Property maintenance ordinance is still before the Planning Commission.
Wendy also had a comment about the recycle bins on 4th st. were not picked up until the day after the regular trash collection day. Please call Borough Hall with any trash questions.
