MINUTES OF JANUARY 6, 2005,

SPECIAL MEETING

 

 

 

The Schwenksville Borough Council Special Meeting was called to order by Council President H. Gilbert Williams at 7:04pm.

 

 

Present were: H. Gilbert Williams, Gene Frantz, and Ray Yeanish.

            Absent were: Barbara Slater, Donald Whitko and Mayor Carroll Rosenberger.

 

 

PLEDGE OF ALLEGIANCE:  By the assembly.

 

 

 

The purpose of tonight’s meeting is to review the trash bids.

 

The Borough received two bids – Mascaro and Waste Management

Ches-Mont was late for the meeting and there bid was unopened and rejected.

 

Mascaro’s bid of January 3, 2005 failed to include a financial statement for the last complete fiscal year as required by Section 1.14 of the Specifications.  The bid also failed to include the signature of Personnel Director, Jeffrey Ziegler, on the Non –Discrimination Affidavit as required by Section 1.15 of the Specifications.  In addition, the bid failed to include the gross vehicle weight required by Section 1.14A (iii) and the gross empty vehicle weight as required by Section 3.08 (a) of the specifications.

 

 

Waste management’s bid of January 3, 2005 failed to include the gross vehicle weight and photographs of the equipment to be utilized to service the contract as required be Section 1.14A (iii) of the Specifications.  In addition, the Waste Management bid failed to included the gross empty vehicle weight for the equipment to be utilized to service the Contract as required be Section 3.08(a) of the Specifications

 

 

Ray Yeanish asked about the size and weights of the trucks.  This was discussed at the pre-bid meeting all were made aware that pictures were needed

 

Loren made a recommendation that Borough Council reject these bids and re-bid for the third time.

MOTIONED BY GENE FRANTZ AND SECONDED BY RAY YEANISH TO REJECT ALL THE TRASH BIDS THAT WERE SUBMITTED AND RE-BID FOR THE THIRD TIME.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

The trash contract with Waste Management is extended until the end of January.

 

Borough needs to re-advertise for invitations for new trash bids.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY RAY YEANISH TO HAVE ROBERT L. BRANT & ASSOCIATES RE-ADVERTISE FOR TRASH BIDS. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Advertised dates are as follows:  Monday January 10, 2005 and Friday January 14, 2005.

 

Pre-bid meeting – Tuesday January 18, 2005 at 2:00pm.

 

Bids are due on Monday January 24, 2005 at 2:00pm and will be opened at 2:05pm.

 

A special meeting needs to be held to award the trash contract.

 

MOTIONED BY RAY YEANISH AND SECONDED BY GENE FRANTZ TO SCHEDULE A SPECIAL COUNCIL MEETING TO AWARD THE TRASH CONTRACT ON TUESDAY JANUARY 25, 2005 AT 7:00PM.  ALL WERE IN FAVOR AND THE MOTION CARRRIED.

 

With no further business a motion to adjourn the meeting was made by

 Ray Yeanish and seconded by Gene Frantz, at 7:25pm
