MINUTES OF November 11, 2004

 

            The Schwenksville Borough Council Meeting of November 11, 2004 was called to order by Council President, H. Gilbert Williams at 7:30 pm.

 

            Present were:  H. Gilbert Williams, Barbara Slater, Donald A. Whitko and Ray Yeanish.   Absent was Gene Frantz & Mayor Carroll Rosenberger

 

            PLEDGE OF ALLEGIANCE:  By the assembly.

 

            MOMENT OF SILENCE FOR VETERANS DAY: By the assembly.

 

 

MINUTES:  Dispense with the reading of the Minutes of October 21, 2004: MOTIONED BY BARBARA SLATER AND SECONDED BY RAY YEANISH. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF OCTOBER 21, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of October 21, 2004:

MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO APPROVE THE MINUTES OF OCTOBER 21, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

PUBLIC HEARING: ZONING MAP

 

Tom Snyder explained the zoning map (copies available at Borough Hall)

Ordinance available a Borough Hall.

Question was asked about the difference between VC1 and VC2

Loren explained the differences.

Public Hearing was closed at 7:41pm

 

 

ACCOUNTS PAYABLE: Gail Phillips

 

Presented to council for their approval: Statement of Revenues/Expenditures to Budget Comparison to October 31, 2004.  Monthly Council Cash Available Report as of October 31, 2004. Copies of all these reports are on file at the Borough hall Office.

            ENGINEER’S REPORT:  Ken Yerger

 

            Fourth Street/Boyer Alley Drainage

            At the direction of Council we have surveyed the project area for design purposes.

            We were somewhat delayed as the previously found property pins were removed.              As a result a second trip was needed to establish the road right-of-ways.  We have

begun design with the intent to provide the sketch/plan for the installation of the inlet and short piece of storm sewer at Fourth and Centennial prior to completing the remainder of the design.

 

Ken will have a separate plan in the next week for the inlet for Centennial where ice is a factor in the winter.

 

            SOLICITOR’S REPORT: Loren Szczency

 

 

Zoning map hearing.  Request to approve the zoning map amendment.

MOTION BY RAY YEANISH SECONDED BY DONALD WHITKO TO APPROVE THE ZONING MAP AMENDMENT. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

R.J. Sell Excavating/Mine Hill Road Release:

The Release of R. J. Sell and payment of $8,658.25 from them to the Borough Authority.  The Borough Authority has an outstanding invoice with the Borough for $7,468.50 for work done by R.J. Sell. The release to be signed by the council President.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO APPROVE OF THIS RELEASE OF R. J. SELL IN CONSIDERATION OF PAYMENT FROM HIM. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Fire Company:

 

The ordinance recognizing the Schwenksville Fire Company as the officially recognized Fire Company, Authorizing activities of the Fire Company and additional protection to Firefighters under the workman’s compensation law.

Fire Company – Recreational Burning

 

This ordinance amends the ordinance of 1994

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER TO ADOPTED THE ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Trash:

 

 To Amend Ordinance NO. 262 by revising section 13 relating to Municipal waste collection and section15 relating to fees, to establish the regulations, criteria and standards to be implemented in the Borough-Wide Trash Program.

ADOPT THE ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Bass subdivision resolution:

 

Questions about whether Bass agreed to supply lights.  Loren will make changes to include not more than 2 lights.  Bass plans shows conduit but not lighting.  Will send plans back to developer for changes to show lighting.

 

Trash Bids:

 

New Hauler will supply a 96 or 32 gallon toter and 1 recycle bin.

Bulk trash will be picked up 1 day a month (separate for regular trash day).

All trash needs to be put in toter. Trash hauler will not pick up extra trash outside of toter.  If you need an extra one will be provided at your cost. Under the bid these issues will be addressed for the best price.

Advertising for bids will be November 17 and November 22.  Pre-bid meeting will be held on November 26.   Opening of the bids will be done on December 2 and awarding of the contract will be at the December 9 Borough Council meeting.

 

 Council members would like to see a bid for weekly bulk trash and once a month bulk trash pickup.

 

 

Hauler will bill the Borough and the Borough will bill the residents/townhouses, Commercial and Condominiums.

 

 

POLICE REPORT:  Chief Timothy Hoppes

Put in a request to State Troopers for the school crossing speeding problems.

 

FIRE COMPANY: Chief Jim Keyser

 

7 Calls, 67 Men in service, 5:25 Total time in service

 

December 5, 2004 - Barbeque 12-6 and ornament making for the children 12-4.

November 20, 2004 X-mas lights to be put up.

Smoke alarms – still waiting for LTL to report back.

 

AMBULANCE REPORT:  Bruce McBain – Calls 30

New ambulance has been ordered and should arrive within the next 2 months.

Membership drive is underway for 2005.

Still looking for Board members for the Ambulance Corp.

1.         Further Investigation of speeding problems at school zone.  Application for revised signage by Carroll Eng. Forwarded to PENN DOT.  Approval pending

New Business:  reminder of Borough Association Meeting

 

Audience:

 

Wendi Rowley submitted a letter from residents of Fourth St. requesting the necessary sidewalks on Perkiomen Ave. between 3rd and 4th streets and complete the sidewalks on 4th St.

 

 

Wendy was also concerned about the speeding during the school hours. The traffic is going around the school busses while red flashing lights and the stop sign is out.

 

All business having been completed, the meeting was adjourned for an Executive Meeting.
