MINUTES OF FEBRUARY 12, 2004

 

               The Schwenksville Borough Council Meeting of February 12, 2004 was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

               Present were:  H. Gilbert Williams, Barbara Slater, Gene Frantz, Donald A. Whitko, Raymond Yeanish and Mayor Carroll Rosenberger.

 

               PLEDGE OF ALLEGIANCE:  By the assembly.

 

               MINUTES:  Dispense with the reading of the minutes of January 8, 2004:

MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JANUARY 8, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                                   Approval of the minutes of January 8, 2004:

MOTIONED BY DONALD A. WHITKO AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO APPROVE THE MINUTES OF JANUARY 8, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

               ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

Council has for their review and approval a copy of the Deposit Detail for the General Account from February 1 until February 12, 2004 and a Deposit Detail for the Month of January 2004.  Also, Expenditures from February 1 until  February 14, 2004 totaling $7,001.21, Receipts/Expenditures January 1 until February 14, 2004 and finally a Treasurer's Report.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY  DONALD A. WHITKO IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

               ENGINEER'S REPORT:  Kenneth Yerger

 

-Schwenksville  Elementary:  Majority of punch list items have been completed.  Landscaping issues will need to wait until weather improves.

 

-Mine Hill Road:  Contractor has started project and Carroll Engn. Is providing construction services as requested.

 

               SOLICITOR'S REPORT:  Loren Szczesny

 

-Proposed Ordinance:  Approving the ordination plan of Mine Hill Road.  

 

-Proposed Ordinance:  Approving an ordinance amending Ord. #175, 222, and 255.  Revising traffic regulations, parking restrictions, emergency snow routes and fire lanes within the limits of the Borough.

 

Both of these proposed ordinances have been duly advertised and ready for adoption tonight after any questions from the audience or council.

MOTIONED BY RAYMOND YEANISH AND SECONDED BY GENE FRANTZ IT WAS VOTED TO ADOPT THE ORDINANCE  REVISING THE TRAFFIC  REGULATIONS, PARKING RESTRICTIONS, EMERGENCY SNOW ROUTES AND FIRE LANES WITHIN THE LIMITS OF THE BOROUGH.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Discussed the Emergency Parking at the Heidelberg United Church of Christ Church.

 

Tom Snyder mentioned the inventory of the signs.  Tom is working with the committee. Ray mentioned that the Borough has to proceed with getting this parking situation under control.

 

Proposed Resolution:  Setting the rate to be assessed for each residential unit for the trash program.

 

Audience:  Wendy Rolli, 4th Street:  Received the letter dated February although rates went into effect in January.  Partial quarter payment?  No, according to Mr. Williams, this program as been talked about and been in the works for sometime. Bills will be going out in April for the 1st Quarter.

 

                  Joe Hayes whose mother lives on Park Avenue/Game Farm Road and is elderly and doesn't make much trash each week.  Can she get a discounted fee?  No, rates are a lot lower than most other customers pay in surrounding municipalities.  

 

               Mr. Williams mentioned that the Borough gave free trash pickup for years, but other projects have been left go such as roads.  There is no raise in taxes and council feels this is the best alternative.  Grants have been hard to come by.

 

               Loren mentioned that with the new elementary school, Third Street had to be redone and expenses were more than anticipated with the safety issues for children walking to school.  Tom explained the process that is going on at Mine Hill Road. 

 

               Joe O'Neil:  Talking about Third Street, Joe feels and hears that in the past it seems that no one cared about children and they did.   Joe personally drove a bus and it was safe.  Joe is saying that they didn't have to make a new curb, the old one was okay.    Mayor Carroll mentioned that many times her curb was busted and they had to repair it.  Gib mentioned that traffic has overall increased.

 

               Jemery Moore:  Has the borough considered a sub-contractor?  Gib mentioned that the borough went with one trash hauler rather than having several.  Less traffic/noise.  There is one year left in the contract, and council will look at all the options.

               For the Month of January there were 124 calls altogether, highest since the Ambulance Corps began.

AUDIENCE:

 

               Wendy Rolli:  Concerned about the sidewalks in her development.  They are falling apart.  Tom will check this out with the engineer.

 

               Mr. Hayes:  Wants the status of  Smith/Highland maintained as open space out of the deeds and not abandon by the Borough.
