MINUTES OF OCTOBER 9,2003
The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7:30 p.m.
Present were: H. Gilbert Williams, Barbara Slater, and Donald A. Whitko. Absent were: Gene Frantz, Raymond Yeanish and Mayor Carroll Rosenberger.
PLEDGE OF ALLEGIANCE: By the assembly.
MINUTES: Dispense with the reading of the minutes of September 11, 2003: MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF SEPTEMBER 11, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the minutes of September 11, 2003: MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF SEPTEMBER 11, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ACCOUNTS PAYABLE/TREASURER'S REPORT: Nancy Eppley
Council has for their review and approval a copy of: Deposit Detail for the Month of September for the General Account, Disbursement Report from October 1 thru 10, 2003 for the General Account, Disbursement Report for October for the Liquid Fuels Account, Statement of Receipts and Expenditures from January 1st-October 10, 2003 and finally the Treasurer's Report as of October 10, 2003 showing the balances in the various accounts. Also, for councils' review a chart (color)Income/Expense per month from January to tonight's meeting.
MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE/TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ENGINEER'S REPORT: Kenneth Yerger
-Assisting Borough as needed during the construction of the trail thru Schwenksville.
-Schwenksville Elementary: Awaiting completion of the repairs listed in the previously submitted punchlist.
Lights - Hooked Up ??
Blinkers - As of today they are okay.
Standard Lights at present. Hooded lights: Ken will get a price.
SOLICITOR'S REPORT: Loren Szczesny
-Penn Vest Loan Application: Almost to completion. Penn Vest will close via mail.
-Perkiomen Trail: Salt Shed: Received information from MC Solicitor's office relating to the reconstruction of the salt shed and the possible relocation of fencing and the trail. Loren's office will attempt to meet with a representative from the Borough Authority to discuss this matter and make a unified proposal to the County for a resolution.
Update: will be a 2 bay salt shed, Borough Authority is satisfied..
The Borough Authority and the Borough will make a joint agreement. Loren and Blake Dunbar will discuss.
-Old Post Office: Historical Background ??? Is being painted.

-Grant for the Acquisition & Construction of a Borough Park, identified as the Centennial Street Park Project. Loren reviewed the proposed resolution with council.
MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ADOPT THIS RESOLUTION FOR THE UPGRADE IMPROVEMENT PROJECT AS STATED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Kathy Ember of MCPC will work with Tom on this project.
-Anna McKim's house is down.
POLICE REPORT: Chief Timothy Hoppes
Report for the Month of September has been given to Council for their review. The complete report is on file at Borough Hall.

Membership Pledges mailed out. Entertainment books on sale.
BOROUGH MANAGER: Tom Snyder
-A new list has been complied and next month perhaps some of these items can be completed. The list contains 31 items.
-Old Post Office: "OLD BUILDING". Tim and Tom have a person working on painting the building, donation of paint has been gotten. A temporary roof repair has been made just to weather the building.
Painting will preserve it, and it will look a little better being on the trail.
Tom wants to find out what it is- Is it a Post Office?
Tom has been working on this for quite awhile and is quite upset with the progress to this point. Now he would like to do is go thru the post office and find out who were the postmasters. Gib will see what he can do to hurry this job along.
-Montgomery Avenue: Private Road. Tom will be talking with Dave Markel 's man tomorrow who plans on putting up a replacement wall. The street will be torn up, this has already been paved. No one knows what the drainage situation is at this point.
Gib asked if there is a timeframe? No. Tom said that the wall will not come down to the main road. The residents who live on this road will not have access. At the present time, the residents do not know this.
Gib felt that the Borough should hold off. A letter was sent previously to residents-no reply from residents except Mr. Batzell and Mr. Kirland who was present tonight.
Being a private driveway, the Borough cannot tell residents they can't go up there. It becomes the residents' responsibility.
Donald feels that the Borough shouldn't be there, no Borough monies are involved.
Gib would like Mr. Markel's man to let the Borough know when the work on the wall will begin and end so we can advise residents if needs be.

Loren mentioned that this work might fall under "Land Development.
Gib feels that it is extremely important to leave the residents know when the work will start so that they can plan ahead for anything.
COMMITTEE REPORTS
STREETS & ROADS: Barbara Slater Likes the road report which was typed.
FINANCE: Gene Frantz Absent No report
TRAIL & REVITALIZATION: Gilbert Williams Moving ahead. Shed decision made. Compiling a punchlist.
PROPERTY: Donald A. Whitko
Kratz Mill: Historical Site? Donald feels that this property site no longer resembles the Kratz Mill, changes have occurred these past years and it would be best to have PennDot straighten the road (Game Farm to Schwenksville Road). Feels that it would be of the best interest for motorists to comply with the request of PennDot.
There was some discussion on the best way to straighten the road out. Tom said that PennDot wants a straight road not a curve road.
Gib wants to table this topic until the entire council is present and to have everyone's voice heard so that a good decision is made.
FIRE COMPANY: Gene Frantz Absent No report
STREET LIGHTING: Raymond Yeanish Absent No report
MAYOR'S REPORT: Carroll Rosenberger Absent
Barbara is relaying a message from Carroll tonight mentioning the Halloween Parade scheduled for October 23, 2003. Barbara stated the parade route.
MOTIONED BY BARBARA SLATER AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO AUTHORIZE THE PARADE AND ITS ROUTE AS MENTIONED BY BARBARA. ALL WERE IN FAVOR AND THE MOTION CARRIED.
OLD BUSINESS: Tom: If everything goes as scheduled, Main Street will be closed next week at least half of it to put the drain in, then milling and paving. The drain is approximately at 560 Main Street.
This work will be done by PECO, later the Borough will be involved.
This drain has been blocked for quite a while and we won't know until work is started. Time to put the drain in will be 2-3 days. Haines and Kibblehouse have the contract for paving.
Reminder: Planning Commission meets next week and will have as their guests the Regional Planning Commission and council members are invited to attend.

AUDIENCE: Jeff Jones 111 Third Street
Waiting for his steps to be replaced due to the construction of Third Street. He has been waiting for about a year. He has an estimate on getting the steps that he would like, but he and his wife are open for suggestions.
Tom is aware of this problem. The Jones family would appreciate this job being completed as soon as possible.
All business having been completed, the meeting was adjourned.
