MINUTES OF MAY 8, 2003

 

                The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Secretary, Nancy Eppley called the roll.  Present were:  H. Gilbert Williams, Barbara Slater, Raymond Yeanish, Donald A. Whitko and Mayor, Carroll Rosenberger.  Absent was Gene Frantz.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:

 

                Dispense with the reading of the minutes of April 10, 2003:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF APRIL 10, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Approval of the minutes of April 10, 2003:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF APRIL 10, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

                For councils' review and approval:  Deposit Detail for the Month of April:  General Account,

                                                                                Lastly the Treasurer's Report as of May 10, 2003.

 

                Donald questioned who now owns the Lumber Yard?  The Perkiomen Valley Economical Development Corporation.

 

                MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS SUBMITTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Ken Yerger as absent.  Tom Snyder stated that Mine Hill Road project will start the end of June.

 

                SOLICITOR'S REPORT:  Loren Szczesny

 

                -Perkiomen Trail-Easement:  Status as of this date is that the final location of the trail thru the lower end of the Borough has not yet been agreed upon.  Will continue to monitor.

 

                -Perkiomen Valley Elementary School:  PennDot Highway Occupancy Permit Application has been reviewed and the request for the Letter of Credit to be posted as financial security for the proposed highway improvements.  All costs and fees should in Loren's opinion be paid by PVSD. 

 

                -Perkiomen Trail Name:  Gateway to the Perkiomen Trail and PA's First Greenway Community.   These names have been approved by the US Patent and Trademark Offices.  It is suggested that the Borough utilize the mark in the normal course of business and must provide proof of such use by September 25, 2003.

                Jeffrey Clemens-Centennial Street Property:  To be discussed at Executive Session tonight.

 

                POLICE REPORT:  Chief Timothy Hoppes

 

                Month of April:  State Police Calls:  13         Local:  36

                Tim's complete report is on file at Borough Hall.

 

                Tim attended a seminar for a few nights "Operation  Night Hawk" - "DUI".  Tim participated in this project.

 

                Donald questioned "What is a Dog Call".  Dog running loose.  There is a dog running loose which Tim has a problem catching.  Dog is real smart and runs faster than Tim can.  Some day.

 

                FIRE COMPANY:  No report

 

                AMBULANCE REPORT:  presented by Nancy Eppley

 

                Lower Frederick Ambulance Corps reported that total calls to Schwenksville for the Month of April:  16 and to the Colonnade only 9.

 

                Events coming up:

 

                Rotary Carnival:  June 3-7,

 

                Civil War Reunion:  Held at Pennypacker Mills:  June 7 & 8

 

                BOROUGH MANAGER:  Tom Snyder

 

                Tomorrow if the weather holds the streets will be swept   PennDot has done Main Street.  Cost is $75.00 per hour.  Hopefully, job will be completed in a day.

                TRAIL & REVITALIZATION:   Gilbert Williams

 

                Applied for grants.  These grants will cover the shrubs, lighting.  Should know in about 30 days.

 

                Tim mentioned that the bridge at the UniMart is closed.  County is putting in steel beams.

 

                PROPERTY:  Donald A. Whitko

 

                2 acres along the creek.  What is the status?  PV Economic Development Corporation has purchased.  Will be sitting down with the County, the Authority  and map out what will be done.

                MAYOR'S REPORT:  Carroll Rosenberger

 

                Clearfield Avenue Parking Study:  Chief Hoppes presented to council for their review a parking study. (copy on file at Borough Hall).

 

                Discussion on this road brought some facts to light.  Right of Way is 33',  Road is 18' but according to Tom Snyder it goes to 24'.  Snow Emergency should be looked into.  Suggest that this discussion go to the Planning Commission.  Ray said that future development might include sidewalks.

 

                Carroll received a phone call from Governor Ed Rendell concerning the trail and revitalization.  Information was sent off to Governor Rendell.

 

                OLD BUSINESS:  Nothing

 

                NEW BUSINESS:  Schwenksville Fire Company has requested a donation from the Borough in the amount of $150.00  to help defray the cost of entertainment for Memorial Day.

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ALLOCATE $150.00 TOWARDS THE COST OF ENTERTAINMENT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                AUDIENCE: 

 

                Roy Miller:  3rd Street  Tired of sweeping his street.  Drainage should be straighten out.  Debris is coming from Cherry Street and Boyer Alley.

 

                All business having been completed, the meeting was adjourned.  Executive Session to follow.
