BOROUGH OF SCHWENKSVILLE
MINUTES OF MARCH 13, 2003
The Schwenksville Borough Council Meeting was called to order at 7:35 p.m. by Council President, H. Gilbert Williams.
Mr. Williams called the roll due to the absence of Secretary, Nancy Eppley.
Present were: H. Gilbert Williams, Barbara Slater, Raymond Yeanish , and Mayor Carroll Rosenberger.
Absent were: Gene Frantz and Donald A. Whitko
PLEDGE OF ALLEGIANCE: By the assembly.
Minutes: Dispense with the reading of the minutes of February 13, 2003: MOTIONED BY BARBARA SLATER AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF FEBRUARY 13, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the minutes of February 13, 2003: MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF FEBRUARY 13, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Accounts Payable/Treasurer's Report: for Nancy Eppley, Mr. Williams
MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ENGINEER'S REPORT: Kenneth Yerger
Third Street Roadway and Drainage Improvements: Project is complete with the exception of several punch list items. Carroll Engn. Will present a request from the contractor for a reduction of the project retainage at tonight's meeting.
Perkiomen Valley Elementary School: Continues to inspect the site improvements as required.
MOTIONED BY BARBARA SLATER AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO RELEASE $10,000.00 FROM THE RETAINAGE MONEY FOR THIRD STREET TO R. J. SELL. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Perkiomen Avenue: Quite a bit of water was lost. Now under control.
SOLICITOR'S REPORT: Wendy McKenna
Mr.Brant's report received for councils' review. Any questions, Wendy will try to answer.
POLICE CHIEF: Tim Hoppes Absent tonight. Report given to council for review. Tim's complete report is on file at Borough Hall.
FIRE COMPANY: No one present No report
AMBULANCE REPORT: No one present No report

Tom Snyder did report however, that a "vagabond" car has been seen in various places in the Borough. Car is a maroon station wagon loaded with materials, late "80's" either an "Olds" or "Pontiac" It was in the Liberty Ministries parking lot, now over at Heisler's apartments. Tim is aware of this car and Tom will talk to him.
BOROUGH MANAGER: Tom Snyder
Clearfield Avenue Drainage: Stems from Lower Frederick Township. Water coming from someone's trench coming up into this drain. In other words, water coming up in the seam in the street.
4th Street Drainage: Ray feels that this drainage problem should be looked into. Water is no longer coming down 4th Street, but coming from adjacent properties from Miller's house up. Ice problem at the Yeanish property.
Montgomery County Planning Commission & Verizon have been contacted concerning the trees on Boulevard and Rt. 29 that is on the County's portion of the old right of way. County should be keeping it clean. Tom will send copies of PennDot drawings. Trying to get Verizon to take trees down in self-defense. Tom explained the railroad right of way. There is an easement for the sanitary sewer.
Perkiomen Avenue & 4th St. PECO working on that corner, because there is an electric pole that keeps getting hit.
Verizon spoke with Tom as of today and they are going to finish their conduit. Also, they are going to make provisions for the sidewalk and the school traffic signs.
Perkiomen & 3rd Street: Should be straightened out as of today. 2nd St. part of this. Cables first and then poles.
Borough Hall sidewalk: Getting concrete sidewalk instead of the macadam sidewalk. Stub poles will be disappearing.
3rd Street: Some storm sewers were put in. There was some mud per Gib. Tom said that everything should be okay now.
Perkiomen & 4th St. Lights: Tom wants approval for spending about $1,000.00 for bulbs and ballis. Installation included.
Price was changed to $1,500.00. No motion made.

County Planning: 3 Year Contract. Continue using the services of the Planning Commission. Borough feels that the guidance that the Planning Commission gives is valuable and with the forthcoming projects their help will be needed with grants, parking, parks, ec.
MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO CONTINUE THE SERVICES AND ENTER INTO A 3 YEAR CONTRACT WITH THE MONTGOMERY COUNTY PLANNING COMMISSION. ALL WERE IN FAVOR AND THE MOTION CARRIED.
NEW AUDITOR: Sharon Rosenberger MOTIONED BY BARBARA SLATER AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO APPOINT SHARON ROSENBERGER AS AN AUDITIOR. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Variance: Verizon Plans to submit an application for antenna at Summit Avenue.
