BOROUGH OF SCHWENKSVILLE, PA

MINUTES OF JULY 10, 2003

 

                The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7;30 p.m.

 

                Present were:  H. Gilbert Williams, Gene Frantz, Barbara Slater, Donald A. Whitko, and Mayor Carroll Rosenberger.

 

                Absent was :  Raymond Yeanish

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                SPECIAL GUEST/BUSINESS:  Resignation of James Dull from Authority Board.  See last month's minutes.

 

                MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO APPOINT JOHN MARKLEY TO THE UNFILLED TERM OF JAMES DULL.  ALL WERE IN FAVOR AND THE MOTION CARRIED.  A letter will go to John.

               

                MINUTES:

 

                Dispense with the reading of the minutes of June 19, 2003:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JUNE 19, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Approval of the minutes of June 19, 2003:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO APPROVE THE MINUTES OF JUNE 19, 2003 WITH ONE EXCEPTION:  (Landscaping done at the Markley home, rather than at the Borough Authority Building).  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

                For councils' review and approval:  Deposit Detail for the Month of June

                                                                                Disbursement Report for July

                                                                                Statement of Revenues and Expenditures from January 1, to July 11, 2003. And the Treasure's Report for June  30, 2003

 

In addition, Waste Management was paid $1,000.00 on a bill for dumpsters at the former Lumber Yard.  Nancy and Tom working on what adjustments are needed on this bill before additional monies will be paid.

 

                MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO APPROVE THE ACCOUNTS PAYABLE AND  TREASURER'S REPORT AS SUBMITTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Adam Supplee

 

.Perkiomen Trail:  Assisting as needed during the construction of the trail.

 

.Schwenksville Elementary:  Storm Sewer issues on Second and Perkiomen have been resolved.

 

.Mine Hill Road:  Coordinating with the Authority during water main installation.  Proposed water laterals have been reviewed for potential conflict and plans are being revised to reduce the number of sanitary sewer conflicts.

.Keyser Residence Land Development:  Letter requesting formal grading and stormwater plan has been sent to Mr. Keyser along with a letter from the Borough.  Nothing received as of this date from Mr. Keyser.

 

.Parking Study:  Will begin analyzing existing parking demand on July 11th and 12th.  A report will be generated within two weeks.

 

.Zoning Map:  Received a copy from MCPC and is making revisions to assure that the map accurately corresponds with the ordinance.  A revision with be distributed to the Planning Commission at their next meeting.

 

PennVest Loan:  Closing is scheduled for August 19th at 1:30 p.m

 

 

.Third and Maple:  Retaining Wall and Steps:  Advertisements requesting bid have been published in the Times Herald.  Bid opening is July 18th at 10:00 a.m.

 

.Road Improvement Construction:  Steps are being taken to close the project, including a final change order which has been sent to Montgomery County for review.

 

 

 

                SOLICITOR'S REPORT:  Wendy McKenna

 

Copy of report given to council for their review   Any questions Wendy will be glad to answer.  Copy in Borough Office.

 

                POLICE REPORT:  Chief Timothy Hoppes

 

Report given to council for their review.  Chief  explained the report.

Month of June:  State Police Calls:  13   Local:  28

 

                FIRE COMPANY REPORT:  No one present     No report

 

                AMBULANCE REPORT:  Nancy Eppley

 

                The Corps has written a letter addressing issues  for councils' review. 

 

                Calls for the Month of June:  10 for the Borough    7 for the Colonnade

 

                Donation of $1,000.00 was given last month.

 

                BOROUGH MANAGER:  Tom Snyder

 

.Trail:  Tentative Opening:  August 24, 2003.  For those who do not want to walk, there will be surreys available just for that day (free).

 

Park Avenue Light:  Tom met with PennDot concerning the loop at Park Avenue/Main Street.  Conclusion is that because of the extreme rainy conditions flooding contributed to the problem.  Hopefully, PennDot will correct before anything else gets done on this problem.

It was suggested when a problem occurs in the future, that any municipal official, emergency personnel, Ed at the Authority have the permission to call PennDot.  PennDot will make the official decision, and roadway will not be open until PennDot gives approval.

 

.54 Main Street:  Will definitely not get a driveway permit.  Tom has asked permission to have Loren draft a resolution for driveways

 

.Game Farm Road:  Linda Kehs  of 130 Park Avenue was present tonight to voice her concerns that on many occasions cars have wound up in her back yard.  She would like to suggest that PennDot put up a guard rail to help prevent this from happening.  Requests to PennDot would have to come from the Borough.

 

.Mullaney Property:  A home has replaced the trailer.  Gib Williams would like to see a sketch presented to the  Planning Commission Meeting next week.

There is a driveway problem and this would have to be approved by PennDot.

STREETS/ROADS:  Barbara Slater               No report

 

FINANCE:  Gene Frantz                                 No report

 

TRAIL:  Gilbert Williams     Covered previously.  Paving:  Tom doesn't know when this will be done.

 

PROPERTY:  Donald A. Whitko

 

.Bids for the Flutchey repairs:  Scheduled for 7/18/03 opening.

      Does Borough need to wait until the August meeting to award.  Gib felt that a special meeting can be made to award.  Donald feels that the Flutcheys have waited long enough and now it is time to get this project finished.

 

.Steps outside the Borough Hall which were hit during an accident.  Gib mentioned that when the Borough does the renovation of the building these steps will be done.  Waiting for funding. 

 

FIRE COMPANY:  Gene Frantz                      No report

 

STREET LIGHTING:  Raymond Yeanish       Absent    No report

 

.4th Street Lighting:  2 lights are still outstanding.  Tom said that there were more lights given by John Garis than anticipated.  Gib disagreed,  Tom will research. 

 

MAYOR'S REPORT:  Carroll Rosenberger       Performed 1 Wedding

 

OLD BUSINESS:  Nothing

 

NEW BUSINESS:  Nothing

 

AUDIENCE:  Roy Miller:  Street repair  3rd and Boyer Alley

                                             Drain pipe needs to be fixed.   He has been doing repairs himself and would like the Borough to start doing these repairs.

There  is also a "dead pole" at Boyer Alley.  Tom agrees that this needs to be removed.    PECO will take out.  Timeframe should be 60 days.

                                               Overgrown vines going into the bridge.  Write to Jerusalem Lutheran Church (Tom instructed to do this letter)

 

                    Brian Smith-150 3rd Street:  Will there be lights on the trail?  Trail is dawn to dusk traffic.  But according to Tom Snyder the Planning Commission will discuss this issue.
