BOROUGH OF SCHWENKSVILLE, PA

MINUTES OF JANUARY 9, 2003

 

                The Schwenksville Borough Council Meeting was called to order by Council President H. Gilbert Williams at 7:30 p.m.

 

                Secretary Nancy Eppley called the roll.  Present were:  H. Gilbert Williams, Barbara Slater, Donald A. Whitko, Gene Frantz, Raymond Yeanish and Mayor Carroll Rosenberger.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:

 

                Dispense with the reading of the Minutes of :  December 12th and December 30th, 2002.

MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF DECEMBER 12th and DECEMBER 30th, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Approval of the Minutes of:  December 12th and December 30th, 2002.

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

                Distributed for Councils' review and approval:  DEPOSIT REPORT:  Month of December, EXPENDITURES for tonight's meeting and a Treasurer's Report for the Month of ending December 2002.

MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                NO ENGINEER'S REPORT THIS MONTH.

 

                SOLICITOR'S REPORT:  Loren Szczesny

 

                Monthly report distributed to council.  Other item include:

 

                Stormwater Management Ordinance:  Loren  opened  the public hearing.  Explained that the proposed ordinance has been duly advertised, explained the ordinance to the audience and council present. This ordinance makes the Borough able to receive grants and loans.  Ordinance is 29 pages in length.  There were no questions or comments or questions from the audience or council.  Hearing is now closed.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO ADOPT THIS ORDINANCE AMENDING THE BOROUGH OF SCHWENKSVILLE SUBDIVISION AND LAND DEVELOPMENT ORDINANCE, ORDINANCE NUMBER 268, AS AMENDED, BY ADDING SECTION 428, STORMWATER MANAGEMENT, ESTABLISHING STORMWATER MANAGEMENT STANDARDS, CALCULATION METHODS, BEST MANAGEMENT PRACTICES AND OTHER REQUIREMENTS.   ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Mine Hill Road Improvement Contract:  As directed by council, Loren has written Notice of Termination to be forwarded to Floyd Hersch, Inc.  This is a result of budget restraints.  If however, things change bidding could begin again.  Question from the audience which Loren will check on, will the deposit of specs be returned.

                POLICE REPORT:  Monthly report and Year End Report given to council for their review.  Complete report on file at Borough Hall.  State Police Calls:  20    Local calls:  35.

 

                AMBULANCE REPORT:  No one present    No report

 

                FIRE COMPANY REPORT:  No one present   No report

 

                BOROUGH MANAGER:  Tom Snyder absent tonight.  Tom did report to Nancy that Mt. View Avenue was measured

                FINANCE:  Gene Frantz    Nothing to report

 

                TRAIL/REVITALIZATION:  Gilbert Williams   Nothing to report

                FIRE COMPANY:  Gene Frantz   Nothing to report

 

                STREET LIGHTING:  Raymond Yeanish   Lights that were out have been taken care of.

 

                MAYOR'S REPORT:  Carroll Rosenberger

                Entertained Scouts for badges

 

                House Tour was a good success, thanks to everyone involved.

 

                OLD BUSINESS:  Appointments     Donald was correct this was voted on the last meeting.  Sorry.

                Mary Jane Kehs was contacted and she will serve another year on the Vacancy Board.

 

                Resignation of Joy Lamison:  The office has received notification from Joy on her resignation.  Joy did attend recently a seminar, but feels that she shouldn't be paid since she wouldn't be serving as the Borough auditor.  Council feels that she attended the seminar and she should accept payment.  Nancy will notify Joy of council's desire.   Don has someone in mind.  Will get back to council.

 

                NEW BUSINESS:  Nothing

 

                Audience:  Rich Shaffer, R.J. Sell Contractors   Payment for 3rd Street.  When can they expected it?   Everything is in order.  Gib said that Tom Snyder and Ken Yerger are working on the bill and everything should be settled shortly.

 

                Same for Mt. View construction.

 

                All business having been completed, the meeting was adjourned for an Executive Meeting.

                Re-Opening of Meeting at 8:25 p.m

 

                Matters discussed at Executive Meeting:  Personnel and Property Issues

 

                No audience and no one waiting to attend meeting.

 

                MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO BORROW $80,000.00 FOR THE 3RD STREET PROJECT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Discussed the Codification Project.  Will be getting feedback from Montg. County Planning, Chief Hoppes, Schwenksville Planning Commission, and Fire Marshall.  There are a lot of questions that need to be answered. 

 

                Authority Report Quarterly Report?  Will talk to Nancy to make copies.   At this typing this was distributed. (n.e.)
