MINUTES OF DECEMBER 11, 2003

 

                The Schwenksville Borough Council Meeting of December 11, 2003 was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Present were:  H. Gilbert Williams, Barbara Slater, Raymond Yeanish, Donald A. Whitko and Mayor Carroll Rosenberger.  Absent was:  Gene Frantz

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:  Dispense with the reading of the minutes of November 13, 2003 and the Special Meeting of December 8, 2003. 

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF NOVEMBER 13TH AND THE SPECIAL MEETING OF DECEMBER 8, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                                    Approval of the minutes of November 13, 2003 and the Special Meeting of December

8th.  Gib had a question on the minutes of December 8th as to whether both Residential and Commercial properties where to go back to what the procedure was before the Borough paid for the trash.  Yes, according to Donald that is the intent.

 

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF NOVEMBER 13TH AND THE SPECIAL MEETING OF DECEMBER 8, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

Council has for their review and approval a copy of :  Deposit Detail for the General Account for the  Month of November, Deposit Detail  from December 1 to December 12, 2003.  Additional deposit for monies received but not deposited will go into the checking account next week, Disbursement Report for the Liquid Fuels Account for December, Disbursement Report for the General Account from December 1-11th and finally a Treasurer's Report as of December 11, 2003 showing balances to date.

 

MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Kenneth Yerger

 

-Schwenksville Elementary School: Have been advised that the punch list items are complete.  Re-inspection of the items as weather permits.

 

-Mine Hill Road:  Contractor has ordered materials for the storm sewer phases of the project and they will begin when the materials are shipped.  Next Monday should be the day for starting.

Contractor was busy doing the salt shed and had to delay the starting of Mine Hill Road

 

                SOLICITOR'S REPORT:  Loren  Szczesny

 

-Proposed Traffic Regulation Ordinance Amendment:  Changes made per councils' input.  Letters will not be going out.  This was advertised.  Chief Hoppes made some changes which were duplicates. Also, Jim Keyser made some comments.

Chief Hoppes suggested that a committee by formed.  Tom will sit down and make sure the Borough has enough signs.  Ray suggested that posts go in first, then signs can be  put up when ready.

MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO PROCEED WITH PUTTING UP THE POSTS.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

-Mine Hill Road Ordination:  MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ADVERTISE FOR THE ORDINATION OF MINE HILL ROAD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

POLICE REPORT:  Chief Timothy Hoppes

 

Reviewed his report for the month of November.  Complete report on file at Borough Hall.

Total of calls for the month (State Police) 15      (Local) 38

Tim explained some of his calls (minor assault, domestic assault, drug investigation, motor cycles that were stolen-the motor cycles were recovered.)  The motor cycle theft was reported to Chief Hoppes and the chief wishes to not mention that person's name.  Thanks that person for their civic duty.

 

Looking for a new school crossing guard.  Applications were sent out and awaiting for responses.

 

FIRE COMPANY REPORT:  Chief Jim Keyser

 

Month of November:  8 calls,  53 men in service     3 calls in Schwenksville, 2 in Lower Frederick , 2 calls in Perkiomen and 1 call in Berks County.

 

Chicken Bar-B-Que this Sunday,

 

Family Circus:  Would like permission to use the meadow this Spring.  No dates as yet, probably May or June.

 

Sign at the Trail:  To advertise events.

 

AMBULANCE REPORT:  Bruce McBain

 

Month of November:  Colonnade:  8    Municipality:  15

 

Membership Drive still going on.   Stroehmann's Bakery donated a truck.

 

BOROUGH MANAGER:  Tom Snyder

 

-Poster by Adam Slater, grade school student project.  Received a A plus.  Tom feels that a letter or a resolution should be given to Adam.  This will be reported in the Valley Item.

 

MOTIONED BY RAYMOND YEANISH AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO DRAW UP A RESOLUTION RECOGNIZING THE EFFORTS OF ADAM SLATER ON HIS FINE PROJECT ON THE BOROUGH OF SCHWENKSVILLE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Loren's office will prepare this resolution.

 

-Montgomery Avenue:  Will put a new wall in front of the old wall.   Will put a drain in Montgomery.  Need approval to hook up drain to sewer system.  PennDot will be contacted.

-Christmas Lights are up.  Timers need to be replaced.

 

-Complaint:  No Park Avenue signs going North on Main Street.  Tom would like permission to put up the sign.  Park Avenue becomes Schwenksville Road.  It is Park Avenue to the Bridge.  Sign will say:  Park Avenue-Schwenksville Road.

STREETS/ROADS:  Barbara Slater

 

Mt. View Avenue:  Lights are out.

Tom mentioned some other locations and will be fixed by Gammon Electric.

 

Highland Avenue Residents:  Resident said that he talked with Mrs. Hays, who have no problems with the solution to this on-going problem of the road repair.  Talked about access entrances

TRAIL & REVITALIZATION:  Everything on hold for the Winter.  There is a punch list out standing.  Donald mentioned that it was reported to him that there were some cars on the trail, this is not permitted, no motorized vehicles.    Only county trucks are allowed.

Mentioned that Tim Hoppes does an outstanding job, help to everyone.  Lower Frederick Ambulance mentioned to Carroll the help that Tim offers.

 

OLD BUSINESS:

 

  Proposed 2004 Budget will be available for public inspection. Notice has gone into the newspaper.

Special (year end) meeting will be held December 30, 2003 at 7:30 p.m.

 

Trash Change:  Going back to the old method of residents paying for the trash themselves instead of the Borough paying the costs.  Letters will be going out to residents in the near future.

 

NEW BUSINESS:  January 5, 2004  Re-Organizational Meeting  7:30 p.m.

SPECIAL (year end ) MEETING

DECEMBER 31, 2003

 

                The Schwenksville Borough Council Meeting of December 31, 2003 was called to order by council president, H. Gilbert Williams at 7:30 p.m.

 

                Present were:  H. Gilbert Williams, Gene Frantz(arriving after roll call), Raymond Yeanish, Barbara Slater, Mayor Carroll Rosenberger.  Absent was:  Donald A. Whitko.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ADOPT THE 2004 BOROUGH BUDGET.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                MOTIONED BY BARBARA SLATER  AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO ACCEPT THE TREASURER'S REPORT AND ACCOUNTS PAYABLE AS PRESENTED BY TREASURER, NANCY EPPLEY.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Other business:

 

Verizon Wireless at Hillcrest/Summit Avenues.

 

Previously Verizon was given a Zoning Hearing.  Tonight they seek relief from sidewalk installation.  Representatives, John Nilon, Jr. and  Chris Frelick were present tonight. 

 

Some discussion followed.  In summation:

 

Verizon  will install a cellular communications facility on the property.  VW will establish a escrow in the principle sum of $2,000.00 to be held for a period not to exceed 24 months, conditioned upon the construction of sidewalks within that period of time.

It is further understood that the authority for the construction of the sidewalks is between the land owner, Schwenksville Borough Authority and the Schwenksville Borough Council

 

An escrow agreement will be prepared by Loren before any further action is taken. 

 

MOTIONED BY BARBARA SLATER AND SECONDED BY GENE FRANTZ IT WAS VOTED TO APPROVE THE VERIZON PROJECT WITH THE ESCROWING BY VERIZON IN THE AMOUNT OF $2,000.00.  ALL WERE IN FAVOR AND THE MOTION CARRIED.
