MINUTES OF AUGUST 14, 2003

 

                The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Present were:  H. Gilbert Williams, Gene Frantz, Barbara Slater, and Mayor Carroll Rosenberger.

Absent were:  Donald A. Whitko and Raymond Yeanish.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:

 

                Dispense with the reading of the minutes of July 10, 2003:  MOTIONED BY BARBARA SLATER AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JULY 10, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Approval of the minutes of July 10, 2003:  MOTIONED BY GENE FRANTZ AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF JULY 10, 2003.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

                For councils' review and approval:  Deposit Detail for the Month of July for General Acct.

                MOTIONED BY GENE FRANTZ AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Adam Supplee

 

-Mine Hill Road:  Construction of Mine Hill Road curbs, sidewalks, and storm water conveyance system is scheduled to begin in approximately 3-4 weeks.  This along with other issues will be discussed at Planning Commission next week.

 

-Third and Maple Streets:  Retaining Wall and Steps:  C & C Landscaping in finalizing the wall and step construction.

 

 -Road Construction Project at Third & Maple Streets:  Steps are being taken to close the project, including a final change order which has been sent to Montgomery County for review.  The contractor has tentatively agreed to overlay Maple Avenue at no additional cost to the Borough.  This in order to address deficiencies in previous paving work.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY BARBARA SLATER IT WAS VOTED TO HAVE CONTRACTOR (R. J. SELL )COMPLETE THE OVERLAY OF MAPLE STREET AS STATED IN THE PROPOSAL.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

This overlay should be complete in approximately 6 hrs.  An inspector will be on hand to supervise the work.  Borough will assume this cost.

-Third & Perkiomen Avenue:  Verizon finishing up the paving.  Should be complete by Monday.

 

Other subjects not referred to verbally.  Refer to written report on file at Borough Hall.

 

                SOLICITOR'S REPORT:  Loren Szcesny

                                                                                                                                               

 -Penn Vest Loan:  Prepared and Advertised for adoption tonight, the ordinance authorizing the borrowing of $80,000.00.  Loren explained the proposed ordinance, payment schedule, etc.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ADOPT THIS ORDINANCE INCREASING THE INDEBTEDNESS TO THE BOROUGH IN THE AMOUNT OF $80,000.00.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

-Reminder of Loren's report is on file at Borough Hall.  Not mentioned at the meeting.

 

 

POLICE REPORT:  Chief Timothy Hoppes

 

For the Month of July:  State Police Calls:  25    Local Calls:  25

Tim explained his complete report which is on file at Borough Hall.

 

FIRE COMPANY REPORT:  Jim Keyser

 

-For July:  9 calls, 54 men in service

 

AMBULANCE REPORT:  Nancy Eppley

 

For July:  14 calls for the Borough  -   Colonnade:  3

Council received a complete report from Lower Frederick Corps

 

 

                BOROUGH MANAGER:  Tom Snyder

 

-Streets will be marked by next Thursday  excluding Perkiomen Avenue. 

 

-Main Street held up due to a permit to put in a new drain.  Permit lost somewhere between PennDot, PECO, and Utility Services.  Tom explained the procedure.  Should be started late Fall or early Spring.

 

-Trail Opening:  Scheduled for September 13, 2003.  Notices will be going out.

 

-Signs ordered to be put up at school.

 

-Fourth Street Lights:  Conduit buried 4" standard is 18-20".

 

-Roy Miller offers his thanks for cleaning off the Centennial Street bridge. 

 

-Clemens weeds:  Tim will check into this and follow through.

 

-Clearfield Avenue:  Letters have gone out to those residents on Clearfield Avenue and the affected people on Mine Hill Road asking them their feelings on the project.  All are very much in favor.

-Barriers:  These would be water filled and are very heavy.  There would be some difficulty in removing them when the road needs to be barricaded due to flooding.  Fire Company would go along with

this idea and they would be housed at the Fire Company.  Ray Bunt, State Representative will try to get the barriers from PennDot for the Borough.

Tim explained how these barriers work.  These are extremely heavy and  as mentioned beforewould be very difficult to move or ram their car into without considerable damage to the auto.

 

 

 

MOTIONED BY GENE FRANTZ AND SECONDED BY BARBARA SLATER IT WAS VOTED TO BUY 6 OF THESE BARRIERS AND NOT TO EXCEED $2,400.00.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

-Ray Freed:  Will be coming to the Planning Commission to discuss putting in a larger garage.  This will be a conditional use.

-Letters will need to go out to nearby residents should this Conditional Use take place.

 

-Clean Up behind Lumber Yard by Fire Company

 

-Anna McKim Property:  Contract is in the Borough's hands for demolition of structure.

STREET LIGHTING:  Raymond Yeanish     Absent    TS reported that on 4th Street Lighting, John Garis has promised to get the lights straighten out .  It looks like there is 1 or 2 needed to be fixed.

 

MAYOR'S REPORT:  Carroll Rosenberger

 

Beautification of Borough:  After passing through various towns Carroll has noticed  banners signifying the town, etc.  Can Schwenksville Borough think about putting something on their poles?  Gib mentioned that the Planning Commission is going to discuss the "Elm Street Grants".  These grants are used for that purpose.
