MINUTES OF APRIL 10, 2003
The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7:30 p.m.
Secretary, Nancy Eppley called the roll. Present were: H.Gilbert Williams, Gene Frantz, Barbara Slater, Raymond Yeanish, Donald A. Whitko, and Mayor Carroll Rosenberger.
PLEDGE OF ALLEGIANCE: By the assembly.
MINUTES:
Dispense with the reading of the minutes of March 13, 2003: MOTIONED BY DONALD A. WHITKO AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF MARCH 13, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the minutes of March 13, 2003: MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO APPROVE THE MINUTES OF MARCH 13, 2003. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Appointing Horace Annis to the Zoning Hearing Board to fill the vacancy due to the death of Tony Katona.
MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANT TO APPOINT HORACE ANNIS TO THE ZONING HEARING BOARD REPLACING TONY KATONA. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Nancy also presented the council with anticipated revenues and expenses per budget for 2003 for their review.
MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO APPROVE THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ENGINEER'S REPORT:
-Third Street Roadway and Drainage Improvements: Project is complete with the exception of several punch list items. Waiting for suitable weather to make repairs to several areas of the paving surface.
-Perkiomen Valley Elementary School: Inspecting site improvements as required.
-Mine Hill Road Improvements: Several minor revisions were made to the storm sewer designed based upon more detailed utility location information supplied by utility companies. A change order is being reviewed with the start of work anticipated as early as next week.

-Proposed Sidewalk Construction Cost Estimate: Carroll is preparing an estimate to construct sidewalk for several locations within the Borough. Detail is in their report of April 2nd.
-Heidelberg Church: Preparing a review of the plan of parking lot improvements dated April 10th.
SOLICITOR'S REPORT: Loren Szczesny
Monthly report: Given to council for their review.
-Resolutions:
MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO HAVE F. THOMAS SNYDER OBTAIN FINANCIAL ASSISTANCE FOR SNOW AND WEATHER RELATED PROBLEMS. ALL WERE IN FAVOR AND THE MOTION CARRIED.
MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO NAME SATURDAY, APRIL 12, 2003 AS COMMUNITY CLEAN UP DAY AND TO DECLARE THE SAME TO BE A COMMUNITY EVENT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Discussion on Bulk Items: Ray mentioned whether the Borough should have a "Bulk Item" Day? Under the present trash contract, the hauler is required to pick up 1 bulk item per household. This is good, but what about tires? There is a flyer displayed, telling were hazardous waste items, etc. can be dropped off.
MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO AUTHORIZE THE SUBMISSION OF AN APPLICATION FORM FOR AN IMPLEMENTATION GRANT UNDER THE MONTG. COUNTY COMMUNITY REVITALIZATION PROGRAM. ALL WERE IN FAVOR AND THE MOTION CARRIED.
(as mentioned: This would include lighting for the trail, benches, landscaping, signage.) Grant as of today is $115,000.00, Borough would be liable for $17,000.00. $8,500.00 this year and the same next year. Pay as you go, per Gib Williams. Grants are usually for a year, but extensions can be gotten.)
MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO AUTHORIZE THE SUBMISSION OF AN APPLICATION FOR A COMMUNITY DEVELOPMENT BLOCK GRANT FOR THE INSTALLATION OF SIDEWALKS ALONG CERTAIN ROADWAYS IN THE BOROUGH. ALL WERE IN FAVOR AND THE MOTION CARRIED.
(In the resolution, Loren mentioned the following streets: Second St. from Perkiomen Avenue to the Borough Line, along Perkiomen Avenue from Main Street to Second Street and from Third Street to Fourth Street, along Forrest Avenue from Centennial Street to Pennypacker Avenue, and along Main Street from the Borough Line at Rt. 73 to the South Boundary of Parcel #20-00-00235-00-6.)
POLICE REPORT: Chief Timothy Hoppes
Monthly report (March) submitted to council for their review.

Gene questioned "What is a 911 call"? Usually it is a wrong number. But, these calls need to be checked out in case there is a real emergency.
FIRE COMPANY REPORT: Chief Jim Keyser
Month of March: 33 men in service 2 calls in the Borough, 4 calls in Lower Frederick.
11 members completed first aid and CPR classes,
Sunday, April 20th is the annual Easter Breakfast.
AMBULANCE REPORT: Nancy Eppley presented this.
Month of March: 99 calls consisting of Schwenksville Borough 18 and Colonnade 10
Activities coming up are: Earth Day 26th, Community CPR Class for Girls Scouts Leaders on the 29th, and Health Fair on May 8th.
Thanked Borough Council for the donation for 2002.
BOROUGH MANAGER: Tom Snyder
-2 Zoning Hearing Board Applications: Verizon and Keyser Scheduled for April 24, 2003
Verizon is for the extra antennas on the towers and Keyser, parents' quarters.
This has been advertised and letters have gone out
-Verizon (other) cable almost finished. There was one blocked duct and they were forced to shut down by PennDot. When cables are in the poles will go back and finish the corner. Probably by the 1st of May.
-Street Sweeping: Tom would like permission to pursue this project. Estimated cost $2,000. To $2,500.00. Might get reimbursement from the State. Tom would like the most not to exceed $3,000.00. Nancy mentioned that the budget only called for $500.00. Tom will get an hourly rate. If Main Street is off the list the amount shouldn't exceed $2,500.00. Nancy suggested using "Liquid Fuels" monies to do State roads.

MAYOR'S REPORT: Carroll Rosenberger
Antique Post Office: Discussion on renovating and moving the antique post office which is located behind the Fire House. Carroll will continue discussing this project with historian Chris Kraft and this will be discussed later at council.
Will also be discussed at Planning Commission.
Other: Telvil Escrow Release
MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO RELEASE $24,370.19 FROM THE ESCROW ACCOUNT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
There is $19,500.00 remaining in Escrow.
