MINUTES OF SEPTEMBER 12, 2002
The Schwenksville Borough Council Meeting of September 12, 2002 was called to order by Council President, H. Gilbert Williams at 7:30 p.m.
Secretary, Nancy Eppley called the roll.
Present were: H. Gilbert Williams, Barbara Slater, Gene Frantz, Raymond Yeanish, Donald A. Whitko, and Mayor Carroll Rosenberger.

MOTIONED BY BARBARA SLATER AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF AUGUST 8, 2002. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the minutes of August 8, 2002:
MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO ACCEPT THE MINUTES OF AUGUST 8, 2002 AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
ACCOUNTS PAYABLE/TREASURER'S REPORT: Nancy Eppley
Council has for their approval: Expenditures for the Month of September, Receipts for the Month of August, Expenditures-Revenues Report from January 1st to September 14, 2002 and a Treasurer's Report for the Month ending August 2002.
Nancy reported that an additional check was written, not shown on the Expenditures report for the electrical work at Borough Hall.
MOTIONED BY RAYMOND YEANISH AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE/TREASURER'S REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Gib mentioned that the county funds will soon be received by the Borough for the Revitalization project. These funds are the expenditures that the Borough paid for Simone/Jaffee services.
ENGINEER'S REPORT: Kenneth Yerger
Mine Hill Road: First Phase: Game Farm Road up to Highland Avenue. The second phase will be Highland to Cemetery.
This plan is in the Preliminary stage and has already been to the local Planning Commission and will return to them next week.
The first phase will include widening, curbing and sidewalk, will be 26' wide, storm sewers, conduit for the lighting, signing and striping.
Once the road is completed, the responsibility of cleaning sidewalks, etc. will be the residents' responsibility.
Two residents were present: Gentleman who lives at 722 Mine Hill (whose property is listed under another name in the Montgomery County Tax Duplicate), and Joan Guinta of 813 Mine Hill Road.

Both residents mentioned that they didn't get a letter. In the first case that probably is true due to the Montgomery County book. Mrs. Guinta was sent a letter along with other residents on that road. The letter mentioned that anyone having any questions should contact Borough Hall and arrange a meeting with Tom Snyder.
Mrs. Guinta was disturbed by the fact that residents are ill-informed of happenings and the Borough Hall office is not open at later hours to accommodate working people.
Mrs. Guinta also has a parking area which she is concerned about, Will this be eliminated when the road gets fixed? Tom Snyder knows of this situation and the parking area is in the right of way, there will be many adjustments to be made on certain properties.
It was decided that more things need to be accomplished, before final approval is given. The residents will continue to be advised of any happenings.
Third Street Roadway and Drainage Improvements: Project is underway with the installation of storm sewer. Water line trenching will begin in the near future and will be followed up with the widening, curbing, and sidewalk portion of the project.
Perkiomen Valley Elementary School: Inspections continue on site improvements as required.
Perkiomen Avenue Improvements: A base plan has been prepared for layout of proposed sidewalk and curbing on Perkiomen Vanue between Third Street and Fourth Street.
SOLICITOR'S REPORT: Robert Brant
Report has been sent for Councils' review-Copy on file at Borough Hall.
An Executive Meeting will be held following tonight's meeting to discuss Real Estate Matters.
POLICE REPORT: Chief Timothy Hoppes
Report for August on file at Borough Hall. State Police Responded to 17 calls, Chief Hoppes Responded to 46 calls this past month.
FIRE REPORT: Gene Frantz No report
AMBULANCE REPORT: Nancy Eppley No report given
BOROUGH MANAGER: Tom Snyder
Mt. View: Cannot be finished due to the drainage condition in the old mill race adjacent to the second dam. There is also alga on the water. Tom called the Board of Health to check out this problem. Not a health hazard. Mosquitoes can't breed in this condition.
At the Planning Commission last month they made a motion for Council to take the necessary action to see if the Kratz-Longacre Dam and the Schwenksville Dam (at the sewer plant)can be repaired.
MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ASK THE COUNTY PARKS TO BEGIN AN INVESTIGATION ON THE REPAIRS ON THE KRATZ-LONGACRE DAM AND THE SCHWENKSVILLE DAM. ALL WERE IN FAVOR AND THE MOTOION CARRIED.

Donald questioned the cost to the Borough. This is just an investigation now, no cost as yet.
Ron Albrecht would like a copy of the Resolution when written.
Smith Escrow Money Release: Tom would like council to make a motion to release the funds in escrow. According to Brant everything is in order.
MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO RELEASE ANY FUNDS IN THE MIRIAM SMITH ESCROW ACCOUNT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
4TH Street: Pipe is fixed. Street will be milled and repaved. Will not accept this road until the road goes thru one winter.
COMMITTEE R EPORTS
STREETS & ROADS: Barbara Slater
Received a phone call from a resident asking if the potholes at the end of 4th Street can be repaired. This is in the ordained section. Borough will fix.
Ray mentioned that there is a real problem with the two 4th Streets. Emergency vehicles, visitors to the area are confused. Ray suggests that council either label the streets as East/West or North/South. Tom Snyder suggested that he and Tim Hoppes work on this problem and offer some suggestions for next month's meeting. This might be brought up at Planning Commission Meeting next Thursday.

Overhead lights in Borough Hall are now fixed.

MAYOR'S REPORT: Carroll Rosenberger
Borough Hall will be on the Holiday Tour. Carroll will be the hostess.
OLD BUSINESS: Donald: Questioned the study of the light situation at Perkiomen Avenue. No money has been expended to date. Tom explained in detail the situation and how the problem will be remedied.

AUDIENCE:
Gentleman who has attended several meetings (name no given tonight) along with his son-in-law is still concerned about the lower half of Highland Avenue. Tom previously met with him and made suggestions on what should be done. The drainage still isn't any better. It has been suggested by gentleman that council give some temporary relief. Tom mentioned that this is an unordained road and cost to make it an ordained road is not in the budget at the moment. The street is on the list for later ordination. It was suggested that Tom and Barbara look again at this problem and report back to council.
All business having been completed, the meeting was adjourned.

-MOTIONED BY GENE FRANTZ AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO DRAW UP A RESOLUTION TO PAY NO MORE THAN $250.00 FOR THE SPRING MOUNT ASSOCIATION TO REVIEW THE AGREEMENT OF SALE AND LETTER OF INTENT FOR CLEMENS/CENTENNIAL PROJECT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
--MOTIONED BY DONALD A. WHITKO AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO PASS A RESOLUTION FOR MONIES BEING ALLOCATED BY MONTGOMERY COUNTY FOR THE REVITALIZATION PROJECT (LUMBER YARD) $125,000.00 TO BE DISBURSED TO THE PERKIOMEN VALLEY ECONOMIC DEVELOPMENT CORPORATION FOR USE EXCLUSIVELY FOR THE LUMBER YARD WHICH HAS BEEN OUTLINED IN THE REVITALIZATION PROJECT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
-MOTIONED BY RAYMOND YEANISH AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DRAW UP A RESOLUTION TO EXECUTE A DEED OF CONFIRMATION FOR THE BOROUGH OF SCHWENKSVILLE TO DEED THE PROPERTY WHICH THE BOROUGH AUTHORITY SITS ON TO THE AUTHORITY. ALL WERE IN FAVOR AND THE MOTION CARRIED.
