BOROUGH OF SCHWENKSVILLE, PA

MINUTES OF NOVEMBER 14, 2002

 

                The Schwenksville Borough Council Meeting was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Secretary, Nancy Eppley called the roll.  Present were:  H. Gilbert Williams, Barbara Slater, Gene Frantz, Raymond Yeanish, and Mayor Carroll Rosenberger.  Absent was Donald A. Whitko.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:  Dispense with the reading of the minutes of October 10, 2002:  MOTIONED BY BARBARA SLATER AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF OCTOBER 10, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                                     Approval of the minutes of October 10, 2002:  MOTIONED BY RAYMOND YEANISH AND SECONDED BY GENE FRANTZ IT WAS VOTED TO ACCEPT THE MINUTES AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE/TREASURER'S REPORT:  Nancy Eppley

 

                Council has received for their approval copies of:  Expenditures to be approved for the Month of November (ending 11/16/02), Deposits for the Month of October, and Receipts and Expenditures from January 1 to November 16, 2002 for the General Fund.  For the Liquid Fuels a statement of Expenditures.  There were several checks that were paid after the report was issued for the General Account.  Also, paid to LTL Consultants and Robert L. Brant Associates were checks paid from the Perkiomen Valley Escrow Account.  Nancy mentioned that the funds are quite low and she has presented a breakdown of bills paid from the Escrow Account to Jim Weaver at the Perkiomen Valley School District and is awaiting a check to cover expenses that needed to be paid  and were paid from the General Checking Account.

$25,000.00 was the amount requested.  As of tonight, it has been about 3 weeks since this request was asked.  Other steps might need to be taken on this item and other items which Tom Snyder will report on.

 

                Treasurer's Report:  As of October 31, 2002.

 

                2003 Budget:  Will be roughed out by about Thanksgiving.  Next meeting Tom and Nancy should have something  to report and then it could be advertised.

 

                MOTIONED BY GENE FRANTZ AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE/TREASURER'S REPORT AS SUBMITTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

                ENGINEER'S REPORT:  Adam Supplee

 

                -Mine Hill Road Roadway and Drainage Improvements:  The bids were opened for the improvements and a recommendation will be presented at the meeting.

 

                -Third Street Roadway and Drainage Improvements:  The project is nearing completion.  The Borough is inspecting the project with our consultation as needed.

 

                -Perkiomen Valley Elementary School:  As requested Carroll is inspecting the site improvements as required.

 

                Traffic Signal Permit Plan:  Permit Plan is being sent to PennDot, and a copy will be provided to the Borough.  This is being done at Park/Main Street.

                SOLICITOR'S REPORT:  Loren Szczesny

 

                -Mine Hill Road Improvements:  The submitted bid documentation has been reviewed.  10 bids have been submitted.  There will be 2 items deleted  under the contract.  Items have been discussed with the Borough Authority.  Things have been clarified with HUD.  This will be an ongoing project and other items will be discussed later. 

 

                MOTIONED BY GENE FRANTZ AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO AWARD THE MINE HILL ROAD IMPROVEMENT BID TO FLOYD G. HERSCH, INC. IN THE AMOUNT OF $203,303.90.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                -Third & Maple:

 

MOTIONED BY GENE FRANTZ AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO RELEASE THE FUNDS PENDING APPROVAL FROM HUD AND CARROLL ENGINEERING.  ALL WERE IN FAVOR AND THE MOTION CARRIED.  AMOUNT IS $112,846.57.

 

-Perkiomen Valley Elementary  School :  Final Plans and Developer's Agreements have been filed with the Montgomery County Recorder of Deeds Office.  All legal documentation with respect to the project has been completed and filed.  Monitoring will continue.

 

POLICE REPORT:  Chief Timothy Hoppes

 

Monthly Report for October:  State Police Calls:  14      Local Calls:  43

 

Chief Hoppes's complete report is on file at Borough Hall.

 

                BOROUGH MANAGER:  Tom Snyder   

 

                -Mt. View Avenue:  Paved today.  1 Thank You and 1 Complaint

 

                -Gas Line:  Change over by 11/22/02

 

                -Main Street Power:  To be done by 11/22/02    Verizon will be on Perkiomen Avenue burying the lines.

                -Meeting with Post Office officials:  Recognize the problems, working on a solution.

 

                -Elementary School:  Pole in the corner of 2nd and Perkiomen Avenue.  However, it is in the right of way in all probability.  Awaiting for revised drawings for 2nd Street.

 

                -Report on the Regional Planning Survey:  Good report of the 57 items on the list, there are 29 in the works.  Of the balance some of the items nothing can be done on as they are outside of the Borough.  Gilbert explained that a survey was distributed and many people responded.  Good showing.

 

                -Tom recommends that as soon as possible perhaps a committee can be established to study stop signs and pedestrian traffic signs.

 

                -Third Street:  Mayor Carroll mentioned that 3rd Street looks great, however there is a drainage problem which should be addressed.  Tom knows of the problem and will monitor same.

 

                -Lights on 4th Street:  Has received contract to hook up.

                -Christmas Lights:  Borough has no ladder truck.  Trying to get a donation of a "cherry picker" 

                Lights will go up after Thanksgiving.              

 

                                                                                COMMITTEE REPORTS

 

                STREETS/ROADS:  Barbara Slater        Everything covered under the Engineer's & Borough Manager's Report.

 

                FINANCE:  Gene Frantz    As mentioned earlier, Tom and Nancy will be working on the Budget for 2002.

 

                TRAIL AND REVITALIZATION:  Gilbert Williams      Nothing new to report, Everything on Schedule.

 

                PROPERTY:  Donald A. Whitko      Absent tonight      No report given

 

                FIRE COMPANY:  Gene Frantz       Burning Ban has been lifted.

 

                STREET LIGHTING:  Raymond Yeanish      Nothing to report      Everything normal

 

                MAYOR'S  REPORT:  Carroll Rosenberger

 

                December 7th will be the Holiday Tour.  Carroll will be hosting the Borough Hall tour.

 

                Carroll has received inquiries concerning the poor condition on the lower end of town.  Gib mentioned that the Borough is in the revitalization stage and hopefully soon things will improve.

 

                Received information from  Chris Kraft concerning Preservation of Historical Dams, their Mills, and Associated Montgomery County and Local Parklands.  Information was passed out to council members for their review.

 

                OLD BUSINESS:  Nothing

 

                NEW BUSINESS:  Nancy has sent letters of invitation to the Borough's Assn. Annual Holiday Dinner on December 5th.  Those wishing to attend please contact Nancy.

 

                AUDIENCE: 

 

                Jim Dull:  Representing the American Legion and requesting that besides the American Flag which is flown outside of Borough Hall that "POW" flag also be flown.  The legion will supply the flag and provide the light to be shown on the flags at no cost to the Borough.

                Jim also mentioned that he feels that council officials should be paid for their time that they serve on council.

 

                Borough Authority representative, Eddie Bietler          

 

                Wants Borough Council to put some money into relocating the water line due to the work on Mine Hill Road.  This will be taken under advisement.
