MINUTES OF JULY 11, 2002

 

                The Schwenksville Borough Council Meeting of July 11, 2002 was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Secretary, Nancy Eppley called the roll.  Present were:  H. Gilbert Williams, Gene Frantz,, Donald A. Whitko and Mayor, Carroll Rosenberger.  Absent were:  Barbara Slater and Raymond Yeanish.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:  Dispense with the reading of the minutes of June 13, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JUNE 13, 2002.   ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                                      Approval of the minutes of June 13, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY GENE FRANTZ IT WAS VOTED TO APPROVE THE MINUTES OF JUNE 13, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE & TREASURER'S REPORT:  Nancy Eppley

 

Council has been given a copy of the Disbursements (General) Fund for July.  Additional bills have been paid which are not on the list totaling  $7, 524. 19. Receipts (General) for the Month of June.  Also, a Revenue and Expenditure Report for the period from January 1, 2002 to July 12, 2002.

 

Nancy reported that she opened up a Checking/Savings Account for the Perkiomen Valley School District.  Payments out of this account are:  R. Brant:  $542.60 and Carroll Engn.  $240.75.

 

Presented was the Treasurer's Report ending June 30, 2002.

 

                MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO TO ACCEPT AND PAY THE EXPENDITURES AS PRESENTED.  ALSO, TO ACCEPT THE TREASURER'S REPORT AS GIVEN.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Adam Supplee of Carroll Engineering filling in for Kenneth Yerge

 

Mine Hill Road Roadway and Drainage Improvements:  Waiting for approval for the Environmental Assessment Checklist that was prepared and submitted to T. McMullen.  A preliminary set of drawings for discussion will be at the Borough's Planning Commission Meeting.

 

Third Street Roadway and Drainage Improvements:  Project has been advertised and scheduled for bid opening tonight. 

 

Perkiomen Valley Elementary School:  Carroll is inspecting site improvements as required.  Reviewed material submittals for related items and upon receipt of the Borough Authority's specifications  Carroll will complete the review of the sanitary sewer and water submittals.

 

Highland Avenue:  Investigating the feasibility of improving the portion of Highland Avenue between Game Farm Road and Pleasantview Avenue.  Adam went into what would be required and explained the map that was displayed.  Project would be in the $30,000.00 to $50,000.00 range.

This will be discussed at the Planning Commission Meeting.

                SOLICITOR'S REPORT:  Loren Szczesny

 

Perkiomen Valley Elementary School Project:  Corresponding with attorneys for the PVSD in an attempt to facilitate satisfaction of all conditions of approval.

 

Proposed Ordinance:  Revising the Use Regulations of the R-1 District, R-2 District, C District and IN District regarding Group Residence facilities and to permit such use in the Commercial District of the Borough.  

 

Loren passed this out for councils' review.

 

MOTIONED BY GENE FRANTZ AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO SEND THIS PROPOSED ORDINANCE  TO COUNTY AND BOROUGH PLANNING COMMISSIONS FOR THEIR REVIEWS AND PREPARE FOR POSSIBLE ADOPTION AT THE AUGUST MEETING.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                POLICE REPORT:  Chief Hoppes

 

Month of June Report on file at Borough Hall.  Calls responded to by Chief Hoppes:  29   By State Police: 33

 

                Other:  Nuclear Review:  Very favorable considering low attendance.

 

                FIRE COMPANY:  Gene Frantz

 

Month of June:  10 calls, 69 men in service.   7 calls for Schwenksville Borough in this 10 calls.

 

July 18th at 7:00  p.m.  Medicvac will be here for a class show and a landing of a helicopter.

 

                AMBULANCE REPORT:  No one present    No report

 

                BOROUGH MANAGER:  Tom Snyder

 

3rd Street Bids Postponed due to additional information needed on the bid.  Tom is asking for permission to open bids on the 1st of August, then the bid can be awarded on the 8th of August. 

 

Everyone has been notified of the change. 

 

Mrs. Cindy Frutchey who has a house on Third is concerned with the frontage that will be lost when construction for improvements begin on this street.  Also, concerned with safety issues, will make the street a speedway if widen.  Bus company had nothing to say.   She mentioned that according to her research part of her lawn not part of Borough.

 

Gilbert mentioned that the Planning Commission has mentioned that safety issues will be addressed.

Tom will get a copy of the deed to Cindy and get facts are straightened out.  Engineer, Tom, and Mrs. Frutchey will review.

 

4th Street:  Lights are connected, but PECO needs to hook up.  Proper voltage okay.

There is a sink hole at 141 4th Street, needs to be solved with the contractor.  Road has not been taken over. 

 

Centennial Street Park:  Tom has been to a few meetings.  Tom met with the Lands Trust and there is a chance that the frontend can be declared as "Wetlands", therefore, more grants can be gotten.

 

Mt. View Drain:  Tom trying to get this solved with the County.  Tom said that the drain gets into the railroad trail.  County also owns ground the other side of Main Street.

                Ride on the new Fire Truck.  Will get date and report back.

 

STREET LIGHTING:  Raymond Yeanish    Absent     No report

 

                Tom reported that one of the bidders was at the building today and had a good comment concerning the lights on 4th Street.  Good quality and price.

 

MAYOR'S REPORT:  Carroll Rosenberger

 

                Performed 2 weddings this month.

 

OLD BUSINESS:   Nothing

 

NEW BUSINESS:   Nothing

 

AUDIENCE:  Resident whose son-in-law lives on Highland Avenue thanked council for their concerns on this road.  Willing to work along with Borough in order to make the lower end of Highland Avenue safe.  Questioning the timeframe and is willing to do whatever they can do in the interim to make the avenue better.

 

At the present time the road is not ordained.  Spokesman would like to use Borough's equipment, but there is liability can be involved.  Gilbert feels that the Borough will get to this quickly and correct some of the problems that exist.  Runoff is the problem.  Tom was authorized to work with the resident, some suggested ballast in the ravine .  Tom will prepare a sketch plan and have council consider.

 

Proposed Centennial Park:  Representative from Spring Mt. Summit:  George Gable and Park Place:  John Sheenan.

Legal costs to be borne by the Borough.  Gib mentioned that this project is in the planning stage.  This location would be ideal for a park, for both younger and older children. 

Property is not owned by Borough, Loren mentioned a lot of work needs to be done.

Cindy Frutchey would like to see a park so the children can ride their bikes, skateboards.  Without proper places to skate, etc. poses the problem of liability.

 

Roy Miller:  Anything been done with the problems at the Schwenksville Park?  Chief Hoppes has been patrolling regularly and has seen damage.  There is craving on the tables that has been done, but he hasn't caught anyone to date.
