BOROUGH COUNCIL MINUTES

DECEMBER 9, 1999

 

 

Meeting began:  7:30 p.m.  ended: 7:50 p.m.

 

            The Schwenksville Borough Council Meeting was called to order by council president, Bernard McCollum.

 

PLEDGE OF ALLEGIANCE:  By the assembly.

 

            Secretary, Nancy Eppley called the roll.  Present were:  Bernard McCollum, Joan Giunta, E. M. (Sue) Kuhn, Chris Kraft, Patricia Katona, and Mayor, Carroll Rosenberger.

 

            MINUTES: Dispense with the reading of the minutes of November 18, l999:

MOTIONED BY CHRIS KRAFT AND SECONDED BY SUE KUHN IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF NOVEMBER 18, 1999.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                               Approval of the minutes of November 18, l999:

MOTIONED BY CHRIS KRAFT AND SECONDED BY SUE KUHN IT WAS VOTED TO APPROVE THE MOTION WITH A CORRECTION IN THE PORTION OF STREET LIGHTING REFERS TO THE HOLDIAY LIGHT  REPAIRS.

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

ACCOUNTS PAYABLE:  Deposit Detail, Disbursements, and Year to Date Budget Analysis sheets were given to council members for their review.

MOTIONED BY JOAN GIUNTA AND SECONDED BY SUE KUHN IT WAS VOTED TO APPROVE THE ACCOUNTS PAYABLE AS PRESENTED. 

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

TREASURER'S REPORT:  A new balance sheet, replacing the old treasurer's report was passed out for council's review.  Favorable comments.

MOTIONED BY SUE KUHN AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO ACCEPT THE TREASURER'S REPORT AS SUBMITTED.

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Both Accounts Payable and Treasurer's reports were presented by Treasurer, Nancy Eppley.

 

POLICE REPORT:  Chief Frank Holden

 

For the months of October and November there were 76 calls for each month.

 

FIRE CHIEF'S REPORT:  No report, No one present.

 

AMBULANCE REPORT:  Presented by Nancy Eppley

 Month of November:  l2 calls for Schwenksville Borough, 7 for the Colonnade.

 

SOLICITOR'S REPORT:  Robert Brant

 

Mt. View Drainage:  Bids were opened previously.  There are 3 phases:

     "A"-Basic   "B" Route 29 crossing   "C"  Water main for the authority

It is apparent the Mast Construction was the low bidder for "A" at $55,640.00

Advertisement needs to be done in order to award the bids.   Bid documents are in order. Mr. Brant felt that the intention to award the bid could be done at the January 3, 2000 meeting.  There was no need for a motion.

 

Real Estate (Open Space), Title/Community Park:  To be discussed in an Executive Session this evening.  Gilbert Williams, on coming member invited to attend.  Barbara Slater was not in the audience tonight.

 

Finally, Mr. Brant gave his farewell to Joan and Sue tonight.  Bob mentioned that he has served many years with both and will miss them and extends his best to them.

 

STREETS & ROADS:  Sue Kuhn

 

Nothing to report.  Please pass any information on to Gib Williams and Barbara Slater for their reviews.

 

FINANCE:  Joan Giunta

 

Year 2000 Budget:  Revisions have been made, Budget had been advertised, No tax increase.

MOTIONED BY CHRIS KRAFT AND SECONDED BY SUE KUHN TO ADOPT THE BUDGET YEAR 2000 AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Resolutions:  MOTIONED BY JOAN GIUNTA AND SECONDED BY SUE KUHN IT WAS VOTED TO ADOPT l MILL FOR REAL ESTATE FOR THE BOROUGH.

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY JOAN GIUNTA AND SECONDED BY SUE KUHN IT WAS VOTED TO ADOPT .l6 MILL FOR THE FIRE COMPANY. 

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY JOAN GIUNTA AND SECONDED BY SUE KUHN IT WAS VOTED TO ADOPT .08 MILL FOR THE LIBRARY.

ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Sue questioned Tom Snyder as to the letter she was copied on from PA Dept. of Conservation.  This is for the Grant on the meadow.  Tom said that the Borough could receive more monies.  Sue reminder Tom that the deadline for applying is January l5th, Tom is aware of this deadline.

 

PARK BOARD:  Tom Snyder    No Report

 

STREET LIGHTING:  Chris Kraft   No Report

 

HOLIDAY LIGHTING:  One holiday snowflake fell.  Should have been erected with 3 straps but only had l.  All will be checked. 

Everyone reported that the borough holiday lights are beautiful.  Nice job done.

 

FIRE COMPANY LIAISON:  Patricia Katona

 

Nothing to report tonight.  Fire Company's next meeting is next Monday.  Chicken Bar-be-que was a success.

 

POLICE COMMITTEE;  Joan Giunta    Nothing to report

 

BOROUGH MANAGER:  Tom Snyder

 

Easement for Benner has been signed.  Can go ahead with the cutting down of the tree.

 

Authority:  Tom reported from the minutes given out by the Authority:

 

Cedar Hill residents were updated as to water pressure.

 

Electric lines for generator is done.

 

Flow violations each month due to infiltration of rain water.

 

No violation from DEP

 

Salt is in - Work with the Piggyback System

 

Written report on the Pennypacker Mills.

 

No bid for a booster building

 

Status of a well in reference to the County Commissions

MAYOR'S REPORT:  Carroll Rosenberger    Nothing to report

 

Bernie presented citations to Joan Giunta, William Clossin and E.M. (Sue) Kuhn for their years of service to Schwenksville Borough.  Bernie spoke to Representative Raymond Bunt, Jr. in honoring these council/mayor members.

 

Joe Giunta, husband of Joan acknowledged her fine service to the borough.
