COUNCIL MEETING OF OCTOBER 8, 1998
The Schwenksville Borough Council Meeting was called to order at 7:30 p.m. by Council President, Bernard McCollum.
PLEDGE OF ALLEGIANCE: By the assembly.
Secretary, Nancy Eppley called the roll. Present were Bernard McCollum, Joan Giunta, E. M. (Sue) Kuhn, Jim Dull and Mayor, William Clossin.
Dispense with the reading of the minutes of September 10, l998: MOTIONED BY SUE KUHN AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF SEPTEMBER 10, 1998. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the minutes of September l0, l998:
Correction to the minutes of September l0, l998 per Sue Kuhn. page 3: should read Joseph McMahon benefit instead of John McMahon benefit.
MOTIONED BY SUE KUHN AND SECONDED BY CHRIS KRAFT IT WAS VOTED TO ACCEPT THE MINUTES OF SEPTEMBER 10, 1998 WITH THE ABOVE CORRECTION. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Mayor Clossin questioned: Should the correction be included in the past month's minutes? Yes, per Solicitor, Robert Brant. It can be handwritten in at the bottom.
ACCOUNTS PAYABLE:
There are 2 additional items to be added: These are for the new computer, $63.55 and $29.68.
MOTIONED BY CHRIS KRAFT AND SECONDED BY SUE KUHN IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AS PRESENTED WITH THE ABOVE ADDITIONS. ALL WERE IN FAVOR AND THE MOTION CARRIED.
TREASURER'S REPORT: Gael Hahn
No bank statement report as of tonight's meeting, meeting is earlier this month, will give report to council members when they come in.
No cash balance is listed.

POLICE REPORT: Chief Frank Holden

l) Water Ban: Whose responsibility is to enforce this ban. If police, will have to discuss with neighboring municipalities. Mr. Brant just a few minutes ago secured the ordinance, which is quite old, he'll have to review and call Frank on this.
2) Rope Swing: Problem corrected itself, probably though communication.
FIRE CHIEF'S REPORT: Jim Dull is filling in for Chief Matregrano

AMBULANCE REPORT: No one present, No report
SOLICITOR'S REPORT: Robert Brant
l) Trash Specifications: Prepared an amendment to the ordinance to be adopted on November l2th. Dwelling definition has been changed.
Now states: Dwelling: place of residence within Schwenksville Borough of one or more persons where refuse is generated through normal living habits. It shall not include apartments or buildings devoted to five (5) or more multi-family occupancy.

Billing Procedures: Borough Council or its agent will bill and collect for these services.
Tom Snyder explained in detail dwelling units the definition and referred to certain properties that are now in the present system.
Commercial properties are now in the new specifications.
MOTIONED BY CHRIS KRAFT AND SECONDED BY JIM DULL IT WAS VOTED TO AUTHORIZE FOR THE SCHWENKSVILLE BOROUGH WASTE REDUCTION AND RECYCLING COLLECTION AND DISPOSAL WITH THE DEFINITION OF DWELLING REVISED WORDING AND BILLING REVISION. ALL WERE IN FAVOR AND THE MOTION CARRIED.
MOTIONED BY SUE KUHN AND SECONDED BY CHRIS KRAFT IT WAS VOTED TO AUTHORIZE FOR THE ADVERTISEMENT OF BIDS FOR THE SCHWENKSVILLE BOROUGH WASTE REDUCTION AND RECYCLING COLLECTION AND DISPOSAL ORDINANCE. BIDS TO BE OPENED AND READ PUBLICLY AT THE NOVEMBER 12, 1998 COUNCIL MEETING. ALL WERE IN FAVOR AND THE MOTION CARRIED.
These 2 items will be on the November l2th agenda schedule.
The bids will be reviewed, but not necessarily awarded.
2) Update on the Trail Situation: Meetings are still going on in the county's solicitor's office. Judge Burton still wants to review some details.
COMMITTEE REPORTS:
STREETS/ROADS: Sue Kuhn
Tom and Sue met with members of Spring Mt. Summit Condo Association, Highpoint, and Jeff Clemens concerning Third Street. A letter has been received from Carroll Engineering concerning all details of this project. Cost to perform the punchlist is a quote for $750.00.
MOTIONED BY JOAN GIUNTA AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO HAVE CARROLL ENGINEERING TO DO THIS PUNCHLIST FOR $750.00 ALL WERE IN FAVOR AND THE MOTION CARRIED.
As stated per Joan Giunta: We can see what problems are with the punchlist and have those involved bring the street up to Specs.at their expense prior to the borough ordaining the street.
Mayor was wondering if the borough could ask those parties involved help with the cost of engineering.
Joan mentioned that those parties would be bringing the road up to specs through the punchlist. Money is available for the engineering and it is also on our road/street list.
Clemens is the rightful owner of this portion involved.
2) Progress of Montgomery Avenue: Everyone contractor that Tom has called, are busy at this time. Will continue to monitor.
Waiting for those contractors who have done the borough work over the years.
PROPERTY: Sue Kuhn
Room under Borough Hall used by the Boy Scouts. Tom will call the Boy Scouts, they have removed some things but there are remaining items. Deadline must be given.
FINANCE: Joan Giunta
Workshop following tonight's regular meeting for the l999 budget review.
Public Workshop at which the public is invited to attend.
PARK BOARD: Tom Snyder
Swings are down and will be moved.
STREET LIGHTING: Chris Kraft
l) Hat on the table: Minnesota Hat. Minnesota gave Penn State a hard time last year and Chris has a Penn State Hat at home just in case he needs it.
2) Holiday Lights: Needs some more money for this year. Needs $30.00. Replacing bulbs, upgrading them. At the present time, there is $370.00 in reserve.
MOTIONED BY JOAN GIUNTA AND SECONDED BY SUE KUHN IT WAS VOTED TO ALLOCATE ANOTHER $30.00 FOR THIS PROJECT. ALL WERE IN FAVOR AND THE MOTION CARRIED.
3) Replacing street lights: To date 5 have been replaced. Bernie would like to see PECO light more up on Main Street. Sue said that we have to replace gradually so that we are not charged.

This is making application on the Infrastructure Loan. We may not get all 5. Tom felt that if we had all 5 in we could move things around. Mr. Brant and the board did not think so.
If we are given the money we are bound by the contract as stated.
Another loan is out there and it must be paid.
