COUNCIL MEETING OF APRIL 9, 1998
The Schwenksville Borough Council Meeting was called to order by President, Bernard McCollum.
Secretary, Nancy Eppley called the roll. Present were: Bernard McCollum, Joan Giunta, E. M. (Sue) Kuhn, Chris Kraft, and Jim Dull. Absent was Mayor, William Clossin.
PLEDGE OF ALLEGIANCE: By the assembly.
Dispense with the reading of the March l2, l998 minutes: MOTIONED BY SUE KUHN AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO DISPENSE WITH THE READING OF THE MARCH 12, 1998 MINUTES. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the March 12, 1998 minutes: MOTIONED BY CHRIS KRAFT AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO ACCEPT THE MINUTES OF MARCH 12, 1998 AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.
TREASURER'S REPORT: Gael Hahn
Liquid Fuels Check of $l7,998.45 has been electronically deposited into the Pigit account.

ACCOUNTS PAYABLE: MOTIONED BY SUE KUHN AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.

FIRE CHIEF'S REPORT: Nicholas Matregrano
March: Number of Calls: 2, Firefighters in Service: l7
Time in Service: 2 hrs. and 35 min.
Distance Traveled: 9 miles
Easter flowers on sale at the fire station. Annual Easter Breakfast, cost given. The fire company will publish its first Newsletter and will be mailed to all residents of the Borough. Finally, the annual Circus will be on Sunday, May 3, l998 with 2 shows. Free tickets will be given out to a number of needy families.
Copy of bills for the month were presented.
AMBULANCE REPORT: No one present
SOLICITOR'S REPORT: Robert Brant
l) Clemens Subdivision: Various meetings have taken place this month. Project running smoothly.
Permits are needed from DEP in reference to storm water.
Escrow Account is up to date. Continue to monitor.
2) Clossin Subdivision: Mayor will excuse himself on this. Applicant is Jeff Clemens/builder of this subdivision. Mr. Brant has written to council on this plan. Plan as presented is a sketch plan, laying out 9 lots. Plan needs to go to Montgomery County Planning Commission and Engineer, Kenneth Yerger for their review. Mr. Brant explained the various plans (sketch, preliminary, and final plan.)
Escrow amounts need to be established, and monitoring of escrow amounts.
Questions by council: Sidewalks, Sewer Pumping Station
All these will be talked about on the Preliminary Plan
This subdivision will be attached to 4th Street. Upper end not up to specifications at present time.
3) TownWatch: Letter went to council.
4) Open Space: Negotiations still on going.
COMMITTEE REPORTS:
STREETS/ROADS: Sue Kuhn
l) Montgomery Avenue: Right of Way needs to be signed by Benner.
Waste Management still picking up the trash, but this problem still needs to be resolved.
2) HUD GRANTS:
3RD STREET: Survey is required.
$35,000.00 plus engineering/legal of $5,000.
MINE HILL RD.$113,000.00 plus engineering/legal of $5,000.
MT. VIEW AVE.$55,000.00 plus engineering/legal of $ll,000.
Mt. View includes (drainage Highland to 29/73), Storm Sewer and Paving.
Need motion to prioritize which is needed the most.
Need motion to apply for all the HUD Grants.
Chances of getting the larger ones is slight this year.
Tom was asked which one should be first. He felt Third Street as it stand a better chance, being the smaller of the three.
Joan and Sue: Mt. View, as it Phase l has already been done.
Joan lives on Mine Hill Road and defers from making an opinion on that road.

There will be a meeting on April 23, l998 at the Towamencin Township Building concerning: State Funded Programs. This correspondance was sent to various municipalities by Senator Edwin Holl.

FINANCE: Joan Giunta
Computer status: Has secured quotes from Gateway, Universal (from Mayor Clossin) and tonight from Staples. She has not had the opportunity to review/compare these quotes.
Quotes from Hewlett/Packard: $l,859.56, Gateway: $l,548. with no printer, and Universal: $l,000.00 (universal does not include any software or any service program), Universal is also not compatible.
Previously, it was voted to spend up to $2,000.00 for the purchase of a new computer system. Joan will compare and proceed in the purchase.
PARK BOARD: Tom Snyder
Signs being printed (3), bigger ones. Cost is less that $l00.00.

STREET LIGHTING: Chris Kraft No report tonight
FIRE COMPANY: Jim Dull
Meeting with fire company members to see what can be done with volunteering. Getting volunteers and keeping them. Jim passed out a brochure "Is Decreasing Membership A Concern"? Can the borough somehow get some funding. Would like to meet with solicitor, Bob Brant and discuss legal issues on funding. Feels that when volunteers spend their time (which can run into consider amounts per year), when they retire, they should get more than a "thank you". Basically, some retirement compensation.
Spoke about "Impact Fees", these would be passed on to a developer when coming in for a subdivision.
Various municipalities surrounding Schwenksville Borough have halls in their fire companies which can be rented out for additional monies. Schwenksville Borough is at a disadvantage.
Jim and Bob Brant will get together to discuss.
POLICE COMMITTEE: Joan Giunta No report tonight
BOROUGH MANAGER: Tom Snyder
l) Inlets cleared, Streets didn't need to be cleared.
2) Colonnade Retirement Center: 98% completed. Some units need some work. Fire alarm to be installed, procedure needs to be worked out.
Open house scheduled for first week in May. Should be moving people into home in about 2 weeks.
Cornerstone will be removed and contents reviewed.
3) Resolution (Authority's Wastewater Treatment Plan - Act 537). Last month this was done, incorrect information given to Borough.
MOTIONED BY CHRIS KRAFT AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO ADOPT THE SCHWENKSVILLE BOROUGH AUTHORITY'S OFFICIAL ACT 537 PLAN REVISION FOR RE-RATING AUTHORITY'S WASTEWATER TREATMENT PLANT FROM ITS CURRENT RATED CAPACITY OF 206,000 GALLONS PER DAY TO A CAPACITY OF 300,000 GALLONS PER DAY, EFFECTIVE APRIL 3, 1998. ALL WERE IN FAVOR AND THE MOTION CARRIED.
4) Little League Parade: MOTIONED BY CHRIS KRAFT AND SECONDED BY SUE KUHN IT WAS VOTED TO DECLARE THE LITTLE LEAGUE PARADE A COMMUNITY EVENT ON MAY 2, 1998. ALL WERE IN FAVOR AND THE MOTION CARRIED.

OLD BUSINESS:
1) Curfew Signs: What is the status - per Sue
Haven't been ordered yet by Tom. Tom will confer with Chief Holden. Designated areas have been determined.
2) Curfew Ordinance of years back - Jim Dull
Recently council passed a curfew ordinance. On searching the ordinance file, Jim has discovered that a few years back one had already been passed.
Ordinance #123, passed in l973. Only 2 changes comparing the old versus the new: Time and Fines.
Bob Brant said that laws change and ordinances must be changed to meet those changes, such as Age of person which would be subjected to the curfew,
NEW BUSINESS:
1) Stop Sign: Highland/Summit
Jim Dull would like to see some law enforcement at this location. There are a lot of people who go thru the stop signs, it is a dangerous condition. Can the borough enforce this more, with deputies in unmarked cars? No.
2) Gael Hahn: Updating fees
Tom and Nancy are working on. Resolution was updated in l995.
