BOROUGH OF SCHWENKSVILLE, PA
SPECIAL MEETING - SEPTEMBER 3, 1997
The meeting was called to order by President, E. M. (Sue) Kuhn at 7:00 p.m.
The secretary called the roll. Present were: E. M. (Sue) Kuhn, Joseph Giunta, Joan Giunta, Bernard McCollum, and Mayor, William Clossin. Absent was Chris Kraft.
PLEDGE OF ALLEGIANCE: By the assembly
Purpose of this special meeting is to discuss the Centennial Street Project and any other business brought before council.
This project was discussed at the last regularly scheduled meeting. The borough had paid their portion of the invoice presented and the county was going to pay their portion directly to the contractor.
Tom Snyder received the documentation and invoice and gave this to Gael Hahn, treasurer and she filed the forms. There are different agencies involved, the borough, Montgomery County and HUD. Previously, before HUD changed their procedure, HUD would have paid the contractor directly. Now change orders if any will be required as the project goes along rather than at the end. Engineer, Ken Yerger has been fully advised of these changes. HUD consists of two divisions: Highways & Housing. Some problems have come to light in their administration and now projects are being dealt with differently, such as: hard copies vs fax copies. Tom reviewed with council the items on the punch list.
Joe wanted to know if anything on the punch list going to cause any problem, Is the borough going to get this money that would be expedited? Tom, no problem can he see. Joe feels that the borough is spending considerable amount of money for the engineer and doesn't want anything to go wrong. The borough has its own bills to pay.
Mike of Hersch feels that perhaps there might have been lack of communication between engineer and HUD and hopefully this has now been straighten out. Final estimate was also addressed.
Tom said that there remains certain things from estimate #l that needs to be done. This payment will be processed friday, September l2 and this payment going to Hersch tonight by the borough and check from HUD will be payable to the borough. Tom Snyder suggested that the board pay Hersch $57,652.00.
Again, Joe wants assurance that everything is okay. HUD will need a copy of the check written to Hersch. Tom Snyder will hand carry this copy on friday this week..
Mike of Hersch addressed the final billing. Cost will be $90,000.00. Hopefully, all issues will be addressed and no problems will occur. Final inspection will be held next week with Tom Snyder, Ken Yerger, and Hersch contractors.
MOTIONED BY JOSEPH GIUNTA AND SECONDED BY BERNARD McCOLLUM IT WAS VOTED TO PAY THE FLOYD HERSCH BILL WITH THE ASSURANCE THAT THE MONEY THAT COMES FROM HUD BE MADE PAYABLE TO SCHWENKSVILLE BOROUGH IN THE AMOUNT OF $57,652.08. ALL WERE IN FAVOR AND THE MOTION CARRIED.
RELEASES FROM 3RD STREET: Bernie has secured releases from the 3 property owners (O'Neill, Miller, and the Bitterman Estate). $l.00 each is due to those property owners. O'Neill signed by protest.
UNORDAINED STREETS: Bernie reviewed with council those streets which are unordained, but which are plowed and maintained by the authority. Council reminded Bernie that it was decided sometime ago that streets would be done in priority and gradually and as the borough could afford to fix them. Bernie is concerned that it is costly monies to maintain these roads and the borough is losing Liquid Fuels Monies.
Also, the authority is plowing the Highpoint Condos. Is the authority charging the condo association? Who is paying for this snow plowing? The borough. Is the borough getting anything back? It was mentioned that the borough gets federal relief. The borough gets 80-85% of the cost.
New Copier: Through a donation, the borough can receive an updated copier. The only thing that the borough would have to do is pay to have it deliver, cost would be $l00.00. Benefactor does not want to be made known.
MOTIONED BY JOSEPH GIUNTA AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO APPROVE THIS PURCHASE AND COST TO DELIVER. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Playground Equipment: Borough was asked if they would like the playground equipment that was left at the North Elementary School? The only thing is that it would have to be hauled away.
Old Borough Records: The borough is in the process of going thru old records. It was mentioned that perhaps the Library or the Historical Society might want some.
