BOROUGH OF SCHWENKSVILLE, PA
SPECIAL BOROUGH COUNCIL MEETING - JULY 31, 1997
A special meeting of the Schwenksville Borough Council was called to order at 7:00 p.m. by Vice Chairman, Joseph Giunta.
The secretary called the roll. Present were: Joseph Giunta, Joan Giunta, and Chris Kraft. Absent were: E. M. (Sue) Kuhn, Bernard McCollum (absent due to illness), and Mayor William Clossin.
PLEDGE OF ALLEGIANCE: By the assembly.
Purpose of tonight's meeting is to discuss the current status of Centennial Street and miscellaneous street improvements, plus any other business coming before council.
Tom Snyder, Borough Manager brought the board up to date by saying that the curbing and sidewalk is in on Centennial Street. Telephone lines causing some problems from the bank to the end of the bank's parking lot. New conduit will be to be put in.
There was a gas problem today, but after checking it out there was no leakage.
Floyd Hersch invoice for $67,825.98 presented. This is for the curbing and sidewalk.
Joe Giunta would like to have all the HUD Grant Documentation papers filled out and given to Gael Hahn.
3rd Street & Cherry: Tom would like authorization to do work. Legal documents would have to be signed and streets ordained. There is $l,000.00 in current budget for this year for project. Engineering work is done per Tom. There would be 400' "L" shape work to be done.
Borough to fix drainage, but Tom has no estimate on this as yet.
Only the residents who live there use the street.
MOTIONED BY CHRIS KRAFT AND SECONDED BY JOAN GIUNTA TO AUTHORIZE THE SOLICITOR TO DRAW UP THE LEGAL DOCUMENTS FOR THE ORDINATION OF 3RD STREET AND THE PORTION OF CHERRY STREET. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Joe asked Tom to give a full report at the next regular council meeting on Centennial Street. Wants to know if borough is within budget. Tom said that as of tonight's meeting, borough is. Joe also suggested council members to walk project.
Mt. View Avenue: In speaking with Tom, Bernie McCollum would like to get estimates on the fixing of Mt. View Avenue.
Truck hitting the rear of the Liquor Store: The back end of the building was hit and as building inspector Tom called Gorski Construction Co. to demolish that part of the building. Truck was holding up the building. Building was dropping and there was no time to waste. Now, the owner of the truck is claiming that the truck is damaged. Borough would not be involved per Tom.
Driver lost his brakes and felt that it would be better to hit the building than go into the river.
Tom has contacted Penn Dot and also Ray Bunt. Tom would like to get "warning" signs posted on the hill.
Penn Dot will do a study.
CORRESPONDENCE: Nancy Eppley
Jon Fox's office has confirmed that Mr. Fox will hold a "Town Meeting" here on August 9th. Arrangements will be with Tom Snyder.
TREASURER: Gael Hahn
Reports that Borough has collected $l9,300.00 for trash collection and has paid out $21,000. to Waste Management. The difference is the delinquencies.
Joan Giunta is talking with Bob Brant to see if a percentage rather than a flat rate can be charged to those not paying. The authority's computer which prints out the bills is not programmed for flat rates. Mr. Brant should have something for the regular meeting.
STREET LIGHTING: Chris is still looking into this project. Joe suggested that a worksheet be made up. Tom Snyder feels that borough can handle the problem themselves without calling in a consultant. Tom said that the lights are basically in good condition now and suggests that we get them all in good condition before taking over.
RETIREMENT CENTER: Will be soon applying for a building permit.
BOROUGH AUTHORITY: Cost for water loan was $l5,000., balance of $20,000. (which the Borough has in an account) can be used for the loan. Note is ready for the Authority to sign.
AUDIENCE:
l) Earl Stahl: Would like to see the upper half of 3rd St. done.
2) Roy Miller: Has same concerns. Whatever council can do to help would be appreciated.
3) Joe O'Neill: Cellar drains - Why are some closed and some are open? Tom said that no drains are blocked. Tom explained all of locations involved.
4) Dave Toporowski: Where the papers served on the Slaters? Yes, according to Tom Snyder, they have about 2 weeks to appeal.
Dave was concerned because of the Slaters parking a truck in front of the gate last weekend. Fire Co. can get up there. Dave would like to be notified when the Fire Co. is going to do this.
Frank Holden and Tom Snyder did a survey on the parking signs. Should have a detailed report next meeting.
MOTIONED BY CHRIS KRAFT AND SECONDED BY JOAN GIUNTA IT WAS VOTED TO ADJOURN THE MEETING. ALL WERE IN FAVOR AND THE MOTION CARRIED.
